Hybrid Eligible Job: This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Make a difference
Reporting to the Director, Tenant Engagement and Community Development, the Manager, Data and Impact is responsible for providing subject matter expertise and back office support to the centralized and regional Tenant Engagement and Community Development performance indicators, data insights, and evaluation frameworks to assess and enhance the quality and impact of tenant engagement programs and initiatives. They are tasked with measuring the effectiveness of engagement programs and community initiatives through data-driven insights and impact assessments, and supporting the review and implementation of improvements and solutions. They will develop and implement tools and processes for effective data collection, impact measurement and program evaluation according to the mandate established by the Director.
The Manager will work with the Tenant Engagement and Community Development leadership team to develop action plans and develop and support the implementation of process and system applications improvement to evaluate the effectiveness of engagement initiatives, and support process improvements based on performance insights. They participate as a member of the Operations team and will serve as a strategic resource to the regional operations teams – tenant engagement, and the Operations team at large. What you’ll do
Data and Analytics
- Develop indicators and performance measures to assess the impact of tenant engagement, capacity-building, and community development initiatives, aligning to corporate priorities and measures.
- Analyze data related to engagement activities, participation trends, and program effectiveness, providing recommendations to the Director, Tenant Engagement and Community Development and the COO, in collaboration with tenant engagement leadership.
- Plan how tenant engagement and community development reporting should be structured and how information should be shared, analyzed, and presented to tenants, staff, senior leadership and the Board for feedback and incorporation.
- Identify data collection needs, tools, and reporting mechanisms to evaluate tenant engagement programs and initiatives, ensuring insights inform continuous improvement.
- Propose system applications that enhance the work of tenant engagement and community development, ensuring alignment with TCHC’s strategic goals.
- Lead a team of staff to provide ongoing performance and impact data on key tenant engagement initiatives.
Process Improvement and Digital Innovation
- In collaboration with the Tenant Engagement and Community Development leadership team, develop new or revised engagement processes in response to tenant feedback and operational insights.
- Explore the development of a tenant-focused mobile application to enhance tenant participation, information access, and engagement opportunities.
- Consult with the tenant advisory bodies, tenants and relevant stakeholders in the design and development of digital engagement tools, ensuring they align with tenant needs and priorities.
- Oversee the implementation of system applications and digital engagement platforms, ensuring they are designed and utilized effectively from a business and tenant perspective.
Leadership
- Provides leadership and effective management of staff including setting appropriate context , building a positive and productive team, effectively managing performance, identifying and resolving compliance issues to ensure adherence to TCHC policies and controls.
- Assesses and analyses the regulatory and legislative environment to identify emerging issues and upcoming changes.
- Actively participates and contributes to the ongoing strategic leadership of operations within the Operational Support Unit; advising and providing guidance on service manager compliance issues.
- Prepares reports for various stakeholders including the Director, the Chief Operating Officer, Executives, the Service Manager and the Board.
- Ensures development and execution of progressive performance plans and a service delivery model within their team.
- Maintains adherence to established human resources policies and procedure including collective agreements.
- Promotes the Toronto Community Housing Culture Model within the Unit.
What you’ll need
- University degree or equivalent in Public Policy, Public Administration, Public Health, Social Work Data Analytics, Sciences, Social Sciences or related field or an appropriate combination of experience and education.
- A Master's Degree or equivalent in Public Policy, Public Administration, Public Health, Social Work Data Analytics, Sciences, Social Sciences or related field is preferred.
- Minimum 5 years of experience in data analysis, business intelligence and business process design. In depth knowledge of social housing services, community development and tenant engagement.
- 7 years of experience in data analysis, Business Intelligence and Business Process Design. In depth knowledge of social housing services, community development and tenant engagement with management experience is preferred.
- Strong facilitation skills to build evaluation capacity, including experience leading learning activities in community-led contexts.
- Highly organized and adaptable, with excellent project management skills.
- Knowledge of Yardi CRM and other applicable HoMES (Yardi) modules.
- Strong strategic thinking and decision-making skills; ability to develop impact-focused solutions for tenant engagement challenges.
- In depth knowledge of social housing services and challenges including dealing with vulnerable populations.
- Demonstrated progressive experience in data analytics, business intelligence and process design.
- Strong strategic thinking and decision making skills; the ability to develop creative solutions for a variety of current and emerging organizational and industry challenges.
- Well-developed people leadership and relationship building skills.
- Experience in direct social housing service delivery and tenancy engagement is an asset.
- Excellent communication skills (verbal and written) with a commitment to data storytelling that centers community voices and wisdom; capable of establishing a high level of credibility, both internally and externally, with a wide variety of stakeholders.
- Political savvy and the ability to maneuver through complex situations effectively with patience, diplomacy and sensitivity.
- Strong negotiating and influencing skills.
- A true team orientation; actively promoting collaboration within the team and with other stakeholders within TCHC.
- Public sector experience.
