This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

TCHC is currently seeking a Category Manager – Construction to support the strategic procurement of construction-related services, including capital projects, renovations, maintenance, and engineering. In this role, you will be responsible for designing and developing multi-year category strategies, monitoring market and spend trends, and identifying sourcing opportunities that drive value and efficiency.

You will oversee sourcing activities within the category, guiding sourcing specialists and working closely with Divisions, Legal, Finance, and Vendor Management to align procurement efforts with TCHC’s priorities, policy requirements, and trade obligations. This role plays a key part in securing cost-effective, timely, and compliant construction services while strengthening vendor performance and enabling effective cross-functional collaboration.

 What you’ll do

Strategic Category Management and Planning: 

  • Under the leadership of the Procurement Director, the Category Manager will design and develop multi-year category strategies for construction-related goods and services (e.g., capital projects, renovations, maintenance, engineering services).
  • Conduct market research, internal spend analysis, and risk assessments to inform planning and sourcing strategies.
  • Identify category-specific opportunities for value creation such as supplier consolidation, total cost of ownership (TCO) reduction, and demand management.
  • Maintain a category pipeline by engaging Divisions early in the procurement planning process to align on upcoming needs.
  • Integrate social procurement and sustainability considerations into category strategies and sourcing decisions, in line with public sector and organizational mandates.

 
Sourcing Oversight:

·       Oversee and guide sourcing specialists in the execution of RFx activities, ensuring alignment with category strategies and compliance with policy.

·       Provide strategic guidance on complex sourcing approaches, vendor evaluations, and negotiation strategies.

·       Ensure all sourcing activities follow TCHC’s procurement policies, trade agreements (e.g., CFTA, CETA), and approval protocols.

·       Review and validate RFx documentation, bid evaluations, and supplier recommendations prepared by Sourcing Specialists.

·       Provide approvals as per the Delegation of Signing Authority and in accordance with Procurement Policies and Procedures.

·       Support development and coaching of Sourcing Specialist.

Cross Functional Collaboration:

·       Engage with Divisions including Facilities Management and Development to understand upcoming procurement needs and support long-term planning.

·       Work with Legal, Finance, and other stakeholders on procurement planning, budgeting, risk mitigation, and contract strategy.

·       Develop engagement strategies to align stakeholders on category priorities and build consensus around strategic sourcing decisions.

·       Collaborate with the Vendor Relationship Management (VRM) team to integrate vendor performance insights into upcoming procurements and sourcing decisions.


Policy and Process Support:

  • Ensure enterprise compliance with policies and procedures, authorities, directives, applicable legislation and trade treaty requirements. Ensures Toronto Community Housing and its subsidiaries meet all “public procurement accountability tests”.
  • Support implementation of category specific procurement policies, templates and sourcing guidelines.
  • Support continuous improvement initiatives led by the Centre of Excellence (CoE), highlighting category-specific needs, process gaps, and opportunities for efficiency.

 

What you’ll need

  • College Diploma Business, Finance, Procurement Certification i.e. OPBA, SCMP, or equivalent as related to IT and other procurement categories.
  • 7 + years of progressive experience in public procurement, strategic sourcing or construction category management.
  • Experience in recommending and drafting sourcing strategies for one or all the following categories required; construction (CCDC Agreements), new development projects, preventive maintenance and demand programs
  • Deep understanding of procurement strategies in construction, including capital related procurement.
  • Familiarity with public sector procurement frameworks and trade agreements (e.g BPS, CFTA, CETA).
  • Demonstrated experience leading or overseeing RFx processes, contract negotiations, and vendor management activities.
  • Ability to work and navigate effectively in a complex organization projecting ethical leadership.
  • Advanced Microsoft Office skills (Word, Excel, PowerPoint).
  • Several years’ experience with automated e-procurement and P2P systems is preferred.
  • Procurement Certification i.e. OPBA, SCMP, CPSM, CSCMO is preferred.
  • CMA/CPA designation is an asset.
