This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

If so, we have an opportunity for you! We are looking to hire a Manager, Procurement Systems & Processes to join our Strategic Procurement team.
Reporting to the Senior Director, Strategic Procurement, the Manager, Procurement Systems & Processes will lead and manage all automation systems relating to the procurement and purchasing functions within TCHC including the P.O., RFx, Contract and Vendor Management tools and systems. This includes managing the interfaces, programs, policies, procedures and workflow design related to RFx templates and publication, contract authoring and storage and vendor management scorecards. The role will also establish new work protocols towards effecting centralization and consolidation of company-wide procurement to enhance TCHC productivity and reduce overall costs from third party vendors. The role will further ensure adherence to TCHC’s Procurement policies and procedures, and work collaboratively with Legal Services, Facilities Management, Operations, Accounts Payable, and other business units across TCHC
What you’ll do
Management of Processes:
- Leads the design of processes, procedures and workflows associated with automating the overall procurement cycle, including vendor performance scorecards, purchase order management, RFP formulation, publication and submissions, and contract authoring and storage.
- Oversee process redesign implementation and ongoing maintenance of electronic RFx process using third-party procurement portal so as to promote centralization of all relevant RFx and Bid information in one system.
- Manage the ongoing roll-out, training, enhancements and use of e-procurement, contract repository and vendor management systems.
- Manage ongoing contract repository in conjunction with all business units.
- Create and manage ongoing vendor scorecards within automated system
E Spend Management:
- Source out and implement electronic corporate buying programs to maximize electronic ordering, processing and payments to maximize TCHC’s buying power and supply chain program.
- Manage all on-line vendor ordering systems ensuring controlled user access and training to maximize usage. Collect aggregate data for analysis to further expand product usage and drive additional savings. Provide coaching to non-compliant staff.
- Oversee the establishment and maintenance of suitable vendor product catalogues, reviewing and adjusting catalogues to meet ongoing requirements in the field, and reviewing exception spend monthly and following up with staff and managers.
Point Management of Procurement Controls and Upgrades:
- Lead project management associated with fulfilling all externally imposed recommendations to the Corporation and maintaining leading practices in respect of purchasing and RFx processes to maximize internal controls.
- Ensure the integrity, reliability, timeliness and accuracy of financial data, reports and analyses pertaining to purchase orders and procurement systems.
- Work collaboratively with the Accounts Payable function, so as to optimize on the effectiveness and efficiency of the full expenditure work flow cycle to point of payment.
- Compile data and prepare related metrics and tracking reports and statements required by the Executive, the Board and regulatory agencies associated with internal controls
- Develops related control policies, procedures, guidelines and standards
Procurement Planning:
- Works with executive and senior management to integrate planning and procurement, practices to drive operational and cost efficiencies (both short-term and long-term) and ensure practices are aligned with business objectives
- Works with the Senior Director of Strategic Procurement to set the overall direction of the Strategic Procurement Unit by establishing strategic and tactical goals and short-term and long-term plans that are aligned with the overall strategic planning initiatives of TCH
- Updating the vendor pre-qualification process including updating the pre-qualification packages and evaluation criteria by discipline in consultation with each business unit.
- Manage and communicate the procurement pipeline to all business units
What you’ll need
- College Diploma Business, Finance, Procurement Certification i.e. OPBA, SCMP, or equivalent as related to Real Estate, Construction or Facilities Management.
- 5-7 years’ experience in strategic sourcing/procurement, preferably in the facilities maintenance, construction industry (commercial or residential), or equivalent combination of education and experience with demonstrated success delivering end to end Procurement services
- Broader Public Sector or Property Management experience is a strong asset
- Ability to work and navigate effectively in a complex organization projecting ethical leadership
- Advanced Microsoft Office skills (Word, Excel, PowerPoint)
- Several years’ experience with automated procurement systems
- Procurement Certification i.e. OPBA, SCMP, CPSM, CSCMP is preferred
- CMA/CPA designation is an asset
- Experience in data analytics and metrics
- Experience in project management and automation
- Experience developing, measuring and reporting KPI's
