Reporting to the Deputy Chief Building Inspector, this position undertakes supervisory, regulatory and administrative work in the enforcement of municipal development by-laws and regulations. The Supervisor – By-Law Services plans, assigns, supervises, checks and evaluates the work of a small group of subordinate enforcement staff; coordinates joint inspections with departmental staff; conducts, the more complex inspections and investigations; prepares a variety of reports and correspondence and performs related work as required; recommends and initiates legal or other action; explains and interprets applicable policies, by-laws, regulations and procedures to a variety of internal and external contacts; and maintains a current awareness of municipal by-law regulatory and enforcement issues.  The ideal candidate, is responsible for the effective operation of the bylaw enforcement section with respect to the supervisory, inspectional, regulatory and enforcement services rendered and exercises considerable independence of judgement in this regard.  Performs related work as required.

The incumbent has the ability to establish and maintain effective working relationships; read and interpret construction plans and specifications; provide direction regarding the gathering, documenting and organizing of investigatory information in a manner suitable to support legal action; assess legal advice and initiate legal action; provide direction regarding court procedures and methods and coordinate activities in support of legal action proceedings; and effectively represent the Department or City in various meetings and committees.

Qualifications include the completion of grade 12 with post-secondary level courses in by-law enforcement, building regulations and related subjects, university graduation preferred, plus considerable experience in inspection, investigational and by-law enforcement or an equivalent combination of training and experience.

The successful applicant will have thorough knowledge of applicable by-laws and regulations (i.e., applicable sections of the Zoning, Building, Electrical, Plumbing and Gas and other related by-laws); considerable knowledge of municipal policies and procedures, business and civil law, provincial court procedures, rules of evidence and the functions and procedures of other municipal departments as they relate to the work performed; and a working knowledge of by-law regulatory and enforcement issues and practices in place in neighboring municipalities.  A Driver’s License for the Province of British Columbia is required.
