This is technical and clerical work checking building plans for adherence to the building code, regulations and municipal bylaw requirements. An incumbent examines plans for proposed single and two family dwellings construction and issues building permits when applicable regulations are satisfied. Duties also involve routine drafting assignments, record maintenance, answering enquiries and carrying out special departmental projects as directed; listing non-conforming items of submitted plans and discusses them with principals involved; recording and/or files plans submitted, applications for permits, and permits issued; answering counter and telephone enquiries concerning regulations and bylaws; providing information to Inspectors and other municipal employees concerning buildings under construction; preparing routine correspondence and reports related to activities and stores plans. General supervision is received from a supervisor who reviews work performed to ensure conformance with departmental policies and procedures. Some independence of action is permitted in the approval of plans and the issue of permits for residential construction. Performs related work as required.
Qualifications include graduation from an Institute of Technology with a diploma in Building Technology, some experience related to construction; or an equivalent combination of training and experience. Knowledge of municipal bylaws and provincial building code and regulations; of the standard practices and materials employed in building construction; of the preparation and use of building plans and specifications. Ability to interpret building construction plans rapidly and accurately; to perform mathematical calculations; to understand and execute oral and written instructions and to deal tactfully and effectively with contractors, architects/engineers and the general public; to prepare routine correspondence and reports and ability to use related software applications. Building Officials’ Association of British Columbia, Level 1 Qualification and Driver’s License for the Province of British Columbia are required.
