JOB SUMMARY

 

The Rapid Response Manager supports to Canadian Red Cross emergency operations through deployments in a Health Coordinator and similar health management functions. Deploying to emergencies and working from a home-based office while not on deployment, the Rapid Response Manager is a key aspect in Canadian Red Cross’s international and domestic emergency response mechanism. While not on deployments, the position is responsible for regular capacity strengthening activities, including working out of headquarters to integrate lessons learned from operations to strengthen CRC systems and resources.

 

CRC’s aim is to have predictable and high-quality health coordinators available to rapidly support emergency operations around the world and in Canada. This position manages specific day to day responsibilities to ensure excellence and impact in operations and readiness, and following deployments brings learning and best practices back to Canadian Red Cross.

 

The position is expected to spend 50% of their time in the field, and the remaining time at home.

 

RESPONSIBILITIES

 

Responsibility 1: Deployments to emergency contexts                                                                50%

The RRM is considered on deployment anytime they are not based from home. This will include operational deployments as well as working at CRC headquarters and supporting trainings.

 

Role: Health Coordinator

The Health Coordinator is responsible for assessing, coordinating and overseeing quality implementation of all medical and public health interventions in an emergency, in collaboration with the host Red Cross Red Crescent Society. This includes designing the overall health strategy and supervising medical and public health staff and deployed Emergency Response Units. Typical deployment length is 4-6 weeks.

 

Role: Senior Medical Officer - Emergency Response Unit

The Senior Medical Officer is the lead medical staff responsible for quality of clinical activities in the clinic and hospital. Under the direction of the Team Leader, the position maintains oversight for all clinical activities and supervises related international and local clinical staff. Typical deployment length is 4-6 weeks.

 

Role: Canadian Red Cross support

Support CRC response and readiness activities in Ottawa to implement projects and support specific emergencies requiring their expertise and experience. The position is expected to support trainings where relevant to their subject matter expertise.

 

Responsibility 2: Home Based Duties                                                                                          50%

Rapid Response Manager is responsible for supporting Red Cross readiness and response projects, to be completed from a home-based office. Assigned to specific technical departments, the position will have oversight on specific files and activities throughout the year, such as coaching and mentoring peers, curriculum development, maintain personal readiness and supporting lessons learned initiatives.

 

EDUCATION AND EXPERIENCE

  • Advanced university degree (master’s or equivalent) in public health, global health or medicine
  • Professional Medical/Surgical Registration (current and in good standing) in Canada or the United States of America
  • 5 years’ experience working for humanitarian aid organization in emergency response and conflicts contexts in developing countries
  • Experience of acting in a senior representational role
  • Demonstrated experience in building and maintaining relationships with partners, external actors

 

SKILLS AND ABILITIES

  • Mastery of public health concepts and experience in practically applying this knowledge in resource-constrained settings into policy, operations, particularly in emergencies
  • Strong people management skills (ability to mentor, motivate, support teams)
  • Problem solver and capable to take decisions and directing others in conditions of uncertainty
  • Strong initiative, communication and analytical skills
  • Ability to deliver under tight timelines in ambiguous and challenging environments
  • Strong financial management skills (ability to develop, manage and monitor budgets)
  • Planning, monitoring, evaluation and reporting skills
  • Fluent in both English and French (written and oral).
  • Strong computer skills (Word, Excel, PowerPoint and SharePoint)
  • Must be eligible to work in Canada

 

WORKING CONDITIONS

Travel to both natural disasters and conflict settings on short notice will be frequently required. Field deployments can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts. Deployment work involves stressful and often ambiguous conditions. While not on deployment the RRM works from a home-based office.
