Join the world’s largest humanitarian network. The Canadian Red Cross Society, a not for profit, humanitarian organization dedicated to helping the most vulnerable in Canada and throughout the world, is currently seeking an Advisor-Risk-Rapid Response.

 

The Advisor-Risk-Rapid Response, will provide technical risk, quality and incident and complaints support to CRC personnel and site management to ensure risks related to ongoing operations are monitored including ensuring that risk and quality reduction and mitigation measures have been implemented including supporting incident management reporting processes. The Advisor-Risk-Rapid Response also needs to feel comfortable developing and providing training.

 

This will include a responsibility to be deployed and on site, if required, primarily in low risk environments with personal protective equipment. This will be an opportunity to instrumentalize and operationalize risk experiences.

 

Outside of direct operational support requiring strong operational capacities, flexibility and adaptability, the Advisor-Risk-Rapid Response must be able to support process development, be a strong documenter, and perform analysis of data and information to come to a view on risk and what next steps should be.  Related to this, the Advisor-Risk-Rapid Response must be comfortable presenting on and escalating risk issues directly to executives as required in the incident management process.

 

Finally, this role has to be comfortable working independently and as part of a team. This includes acting as the Lead, Rapid Response Risk Advisor with other Risk Advisors with a reporting line into this role.

 

The Advisor-Risk-Rapid Response will report to the Senior Advisor-Risk-Rapid Response.

You will be working on things like:

 

Risk Management support to Operational Teams (requirement to deploy)

  • Support the Site lead in monitoring risks and continued implementation of risk reduction and mitigation measures including quality management and compliance.

  • Identify to Risk Function risk reduction and mitigations measures that could be implemented across multiples sites to further reduce risk.

  • Following up on issues including compliance, facility specific issues (i.e. zoning, etc.) as identified by relevant experts, and providing recommendations for risk mitigation.

  • Supporting, and in some cases leading, the development and adjustments of existing CRC COVID-19 protocol materials to address operational needs.

  • Supporting, for risk, assessments related to operational missions including designing approach, undertaking the evaluation and drafting a report and findings.

  • Promoting inclusive risk management culture by supporting risk management communication and dialogue and encouraging risk management-based decision making.

  • Providing management support for effective functioning of the risk management unit, including managing direct reports, while being a strong individual contributor to a high performing team

  • Coordinating and collaborating with other experts, such as Health and Safety, in the development of approach, practices, protocols and process documentation.

 

COVID-19 Incident Management Support

  • Participating and lead (as required) COVID-19 incident management including review committees.

  • Supporting the reporting and submission of incidents, including assessing for completeness or other issues and the tracking and monitoring of incidents.

  • Providing rapid alert to Risk senior management regarding serious incidents, identify emerging concerns and makes recommendations according. Support follow-up and implementation of risk mitigation and risk reduction actions.

  • Participates and supports documentation as requested on Critical Incident Management team.

  • Support the Health and Safety Advisor, where applicable within an operation, in ensuring the team members are completing the daily IPC logbook and that daily summaries are provided to CRC Site Manager.

  • When not deployed, working on the development of processes, tools, frameworks, to help support incident management maturity.

 

Compliance and Quality Monitoring

  • Support the Risk function, in:

    • monitoring and adherence to the compliance requirements such as to contract scope and including reporting obligations for any given operation
    • identification of corrective and preventive measures
    • troubleshooting overall quality concerns throughout the facility or within specific site operations
    • identify compliance issues that require follow-up or investigation.
    • implementation of mechanisms to ensure continual learning and improvement.
  • Contribute to the development of and support adherence to the quality plan for engagements including escalation of compliance issues to the Risk function.

  • Support documentation of compliance activities, such as complaints received or investigation outcomes.

  • Conduct well documented and timely compliance reviews and reports on site.

  • Contribute to continuous learning in performance and quality review of new service line, documenting and sharing lessons learned.

 

We are looking for somebody with:

  • Differing types of backgrounds and experience are welcome and could include university degree in arts, social science, law,risk management, business administration or a combination of education and experience which could include investigative work, business analysists, compliance review, documentation, etc. that would be considered equivalent.

  • Minimum of 5 years of relevant experience - operational risk management, program and project management,process development or quality compliance experience, preferably in non-for profit or humanitarian organization contexts

  • Experience developing risk, program management or strategic documents, tools and procedures.

  • Experience in monitoring emerging issues that could impact organizational programs and providing options for consideration to minimize impact.

  • Knowledge of the Red Cross Red Crescent Movement, is considered an asset

 

Skills & Abilities:

  • Fluent in French and English, high proficiency in French required (additional language skills an asset)

  • Strong written, documentation and oral communication skills

  • Able to coordinate with authorities and foster effective working relationships with health stakeholders at various levels

  • Solution oriented

  • Attention to detail

  • Interest and capacity to deploy operationally

  • Ability to deal with ambiguity and reprioritize tasks in response to unexpected changes

  • Ability to adapt to changing circumstances in a fast-paced environment

  • This position requires a successful Electronic Police Information Check.
