The Canadian Red Cross Society, a non-profit, humanitarian organization is seeking a Rapid Response Manager to join our Emergency Management Team and support our response to COVID 19.  This is a unique opportunity to work with a world recognized brand, shape the culture of the Canadian Red Cross and to put your passion for responding to emergencies and disasters to work for vulnerable people across the world.  This is a six-month term opportunity with the possibility of extension. 

Under the direction of the Canadian Red Cross Emergency Management department, the Rapid Response Manager is responsible for deploying at short notice to a variety of leadership deployments across Canada.  The Rapid Response Manager will be responsible; as part of the emergency management operational leadership, to lead emergency response operations in a variety of contexts including natural disasters, epidemic or pandemic operation and non-traditional responses.

In this role you will:

Deploy within Canada as a Head/Deputy of Operations, Field Operations Team (FOT) Lead, Operation Manager or other Leadership role and will support large scale operations as a critical member of our CRC Domestic Emergency Management team. Typical deployment length is 3 weeks up to 3 months and may be on site, virtual or a combination of work environments. 

While deployed to active operation, your responsibilities may include:

  • Assess, launch and/or manage assigned CRC domestic response operations in context of the COVID19 environment.

  • Support senior leadership as required to establish a response operation plan, budget and team based on the agreed role of the Red Cross in the operation.
  • Lead or manage CRC volunteers and staff supporting the operation.
  • Ensure a strong team dynamic, ensuring relevant personnel wellness strategies, coordination structures, Epidemic Prevention and Control measures and health and safety policies are implemented and followed.
  • Coordinate with internal and external stakeholders.
  • Manage emergency response assets including funds and equipment.

  • Engages in a dynamic manner with colleagues from other CRC units such Public Health Advisors, Occupational Health and Safety and other Field Operation Leaders to implement and evolve best practices in emergency operations.

When not deployed, the Rapid Response Manager will be responsible for supporting Emergency Management projects as assigned.

We’re looking for:

  • A University Degree or Masters in relevant subject, preferably in emergency management, international humanitarian studies, health studies or equivalent combination of experience and education;
  • Experience managing diverse teams in complex situations
  • Experience in epidemic or pandemic response operations preferred
  • Experience working with Indigenous communities and people is an asset
  • Experience of acting in a senior representational role
  • Demonstrated experience in building and maintaining internal and external relationships
  • Experience working with the Red Cross and Red Crescent movement considered an asset
  • Experience working for government or non-government organizations in emergency management or healthcare is preferred
  • Ability to identify and analyse the needs of the affected communities and the gaps in existing capacity to respond

  • Problem solving abilities. Capable of decision making and directing others in conditions of uncertainty
  • Fluent in both English and French (written and oral) preferred. Additional languages an asset.
  • Ability to deliver under tight timelines in ambiguous and challenging environments
  • Strong communication and analytical skills
  • Strong financial management skills (ability to develop, manage and monitor budgets)
  • Planning, monitoring, evaluation and reporting skills
  • Ability to learn quickly and adapt priorities as required
  • Strong computer skills (word, excel, power point)
  • This position requires a satisfactory Criminal Records Check required and satisfactory vulnerable sector check or a satisfactory Enhanced Police Information Check (EPIC) and an approved driver’s abstract
