The OPERATIONAL EXCELLENCE Department creates opportunities for improvement within the operations portfolio (national scope) and provides operational support to the field operations. The team specializes in the use of innovation and creativity in making sustainable transformation and change happen. This team has three main areas of focus: Business Intelligence, Process Improvement and Solution Design and Delivery.

The Operational Excellence team is responsible for identifying, planning and implementing Information Management/Information Technology and Process based solutions in Operations; working in tandem with Operations, Information Services/Technology and the Mobility Team.


Reporting to the Director, Operational Excellence, the BA Specialist will play a key role in leading initiatives, ensuring Service Delivery Centres & other lines of operations have a successful change management and transition to new or improved operational solutions. As well, you will lead training associated with new and existing technologies and processes to support operations.


  • Lead the planning, implementation, and execution of strategic operations improvement initiatives.
  • Maintain business relationships with stakeholders to ensure successful implementations that enable system-wide improvements and sustainability.

  • Lead ongoing evaluations of operational processes through the analysis and interpretation of complex data and performance metrics, with the aim of recommending and implementing optimization strategies .

  • Work collaboratively with front-end functional areas to identify and document software application needs and develop requirements.

  • Communicate business and operations requirements to system/software developers or vendors, ensuring the business/client needs are addressed through solution design.

  • Implement requirements management, system specification templates, applications and other tools for tracking business and technical requirements, testing, and change control processes.

  • Perform quality assurance, including defining the test approach, developing test cases, and executing testing.

  • Participate in the selection, implementation, and training of new / revised software applications.

  • Perform project management activities including developing and managing project schedules, managing project communications, and implementing risk mitigation strategies.

  Training Related:  

  • Apply principles of adult learning in the delivery of training to business users on new / improved operational processes, deployment of new technologies and applications in support of operational processes

  • Support activities involved in the design and development of policies and procedures, including the delivery of training to support standardized processes design, development, and delivery of training to support operational policies, procedures, and standards

  • Coordinate and facilitate the delivery of training sessions across all sites, including agendas, materials, scheduling, technology / supplies, etc.

  • Administer training / course evaluations and assessments to identify areas of strength, opportunities, and lessons learned.

  • Conduct and report on needs analysis of training for ongoing operational effectiveness.


  • Degree in Business / Computer science / Informatics / Health sciences with supplemental business education is preferred (equivalent education and experience will be considered).

  • Minimum 5 - 10 years Business System Analysis experience.

  • Strong industry knowledge related to clinical information systems design and Software Development Life Cycle.

  • Excellent data analysis, business analysis, problem solving, interpersonal and organizational skills.

  • Experience in information systems and technology solution training and implementation with clinical and business users.

  • Experience in joint application design sessions with build team or external vendor to develop solutions.

  • Strong cross-functional communication, facilitation, and conflict management skills are required.

  • Demonstrated ability to develop and implement continuous improvements in business processes is required.

  • A strong teamwork orientation and the ability to work with cross functional teams and all management levels is required.

  • Project planning and project control, Project Management Profession (PMP) certification preferred.

  • Advanced skills in MS Office applications, including Word, Excel, Visio and Outlook.

  • Mobile health solution experience is an asset.

  • Previous experience training both face-to-face and virtually an asset.

  • The ability to travel and work in a variety of environments.


This is a hybrid role and would require travel to our Markham office on an as needed basis


This role is a 2.5 yr. project with a potential to be a permanent position. The role would be eligible for medical and dental benefits, vacation and after 1 yr., pension and education reimbursement as per SE benefit plan.
