The City of Burnaby is looking for an experienced professional to fill the essential role of Business Manager in our Community Safety team. This position works in the organizational unit Police – Business Services. Reporting to the Director, Police Services, as the Business Manager you'll be part of the management team that is responsible for financial analysis, policy review and advice involving highly sensitive and confidential issues. You'll take the lead in providing direction and guidance to staff members across multiple units including recruitment, performance management, training and coaching; conduct investigations and administer discipline. You may be called upon to represent the department at grievance hearings, arbitrations and labour management meetings. You'll oversee schedules and direct the work of technical staff, architectural and engineering consultants, and contractors engaged in the design, construction, renovation and repair of departmental assets, while conducting and managing the operating and capital budget process including consolidation of departmental budget. As part of your financial responsibilities you will be performing variance analysis, recommend corrective action, and creating financial reports. In this position, you'll provide your expertise and support on the development of departmental policies, plans and procedures and business practices, processes and systems; manage and assist with strategic projects to develop programs; and promote efficiency in processes and resource allocations. Additional responsibilities include providing advice, direction and guidance to departmental managers and supervisors related to finance and cross-divisional projects; investigate business practices; establishes and maintains effective working relationships with a wide variety of internal and external contacts. Performs related work as required.
Qualifications include completion of a completion of a degree in Business or a related field, supplemented by the Chartered Professional Accountant (CPA) designation with considerable related experience preferably in the public sector or an equivalent combination of education, training and experience. This role requires considerable knowledge of principles, practices, procedures and systems applicable to financial administration and accounting, reporting and budgets; of departmental functions, policies, practices, procedures and rules; applicable bylaws, codes and related regulations. As a Business Manager you'll require the ability to manage, direct and oversee the work of staff directly and through a subordinate supervisor and to train, mentor and review the work of same; handle information; of a confidential and/or sensitive nature; and facilitate or lead policy and business review and development. Furthermore, prepare budgets, and conduct financial analysis; make decisions and recommendations in accordance with applicable regulations, policies, procedures and bylaws; handle difficult and contentious inquiries and problems with tact and authority; and communicate effectively both orally and in writing. This position also requires strong technical aptitude and advanced skills in the use of office computer applications and financial systems, preferably SAP. A Driver’s Licence for the Province of British Columbia is required. The incumbent will be required to obtain and maintain an RCMP Enhanced Security Clearance.
