What will you be doing!
- Developing plans, contributing, and providing input to business planning and oversight of deliverables for Annual Plans of Work and Budget (APWB) related to IRPS, as well commitments for Performance Evaluation and Measurement Plan (PEMP) and identifies potential efficiencies.
- Developing and maintaining annual operating budget, completing monthly account reconciliation and variance analysis, and ensuring compliance.
- Establishing and overseeing highly complex and specialized integrated plans targeting longer-terms supply chain outcomes and client issues of broad impact within an emergent and diverse environment.
- Designing and implementing supply chain approaches in context of environmental, social, and governance (ESG) standards and targets.
- Assessing and mitigating risks associated with ESG factors, including regulatory compliance and reputational risks; and conducting regular reviews and ensuring effective disclosures.
- Translating portfolio’s strategy into tactical plans and actions, communicating to supply chain team, and leading program across supplier lifecycle stages.
- Developing and fostering current and potential relationships with a range of Indigenous and non-Indigenous suppliers and supplier delivery partners, including strategy development, opportunity identification, relationship management plan (RMP) coordination, and primary contractors’ and sub-contractors’ oversight.
- Serving as a subject matter expert and acting as a main point of contact for supply chain in Indigenous engagements and affairs, and supporting and guiding Indigenous companies’ navigation of CNL’s procurement process.
- Coordinating and participating in Indigenous focused suppliers’ events and industry wide events.
- Overseeing the Indigenous vendor portal, and monitoring relationship plans for strategic suppliers.
- Evaluating and managing supplier relationship development and performance initiatives, structures, and risk assessments in support of a stable supplier base.
- Developing, monitoring, evaluating, and reporting on performance targets and service level agreements (SLA) to develop recommendations and support decision making.
- Providing technical expertise including sourcing, bid preparation, bid evaluation, and contract management.
- Attending to supplier segmentation, governance, risk management, development, and technology enablement principles/processes for execution and assessment for improvement.
- Responding to issues, undertaking investigations, resolving, and applying learning for continuous improvement.
- Ensuring legislation, governance structures, policies and procedures are adhered to; contributing to development and alignment of internal policies and procedures.
- Ensuring optimization of information systems and data management processes and outcomes.
- Identifying needs, developing, and leading ongoing projects, including prioritization, resource allocation, and scheduling; seeking opportunities for improvement in program and service delivery through program evaluation and research.
- Preparing a range of highly complex and specialized communications for internal and external consumption, including plans, reports, presentations and all related business information:
- Using computer and technology devices and is stationary for periods of time.
- Responding to interruptions to workflow that impact concentration demands.
- Working in office/remote hybrid environments and may be required to travel on an occasional basis
- Responding to recurring deadlines and competing demands.
- Attending to urgent demands outside of regular work hours.
- Other duties as assigned by your manager.
What we are looking for:
- Education
- Completion of a post-secondary education in business administration, commerce, law, economics, or Indigenous studies and/or equivalent combination of education and experience.
- Experience
- Ten+ (10) years of experience in contracting, procurement, and supply chain management or equivalent combination of education and experience in a senior or lead contracting/negotiating capacity.
- Significant experience in working with Indigenous communities and organizations on business-related issues and overall knowledge of Indigenous peoples and cultures is preferred;
- Experience managing multiple stakeholders;
- Experience working in a highly regulated industry is preferred
- Knowledge, Skills & Abilities
- Knowledge of business intelligence, sourcing, procurement, supply chain, and contract management life cycles and practices.
- Knowledge in program, operational, financial planning, and resource management.
- Knowledge, skills, and experience in establishing and developing plans, services, programs, policies, and processes including evaluation and continuous improvement.
- Knowledge, skills, and experience in partnership and stakeholder relationship management including business development.
- Knowledge of relevant governing legislation, regulations, and guidelines.
- Knowledge of office productivity software and databases, discipline-specific software, enterprise software, and technology devices.
- Knowledge of Supply Chain policies, related procedures and bidding laws of Canada.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3-5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
