About the Role:

To assist the Chief Building Official in planning, budgeting, administration and operation of development coordination; undertake technical analysis and provide technical recommendations on developments under subdivision or site plan agreement and special development or re-development programs; prepare servicing reports for the Planning and Building Services Department; coordinate and manage various projects related to Municipal Development; represent the Building and Development Division at meetings and on committees as required, and conduct extensive field investigations/reviews to verify submitted plans and drawings from consultants and developers.

What You'll be Doing:

  • Conduct extensive field reviews of existing and proposed developments, site drainage and grading plans, storm water management plans, lighting and site services.  Reviews will take place on City property, work zones and on private property at all times of the year.  This work will include the field locating of site services and grading requirements
  • Identify to the Planning and Building Services Department and Legal Services the requirement for easements, fencing, road widenings, municipal service extensions, storm water management, engineering related Draft Plan approval requirements, noise abatement, and all other engineering related items for inclusion in the Subdivision and Site Plan Agreements and identify the required securities. Review draft agreements and administer finalized agreements
  • Undertake detailed analysis of site servicing for building permit applications and make recommendations related to engineering requirements, completed lot grading plans required under site plan and subdivision agreements, including site inspections
  • Ensure that the necessary financial securities for servicing contracts are obtained; ensure that all necessary approvals and financial requirements are met prior to commencement of servicing work under subdivision or site plan agreements and special development and re-development programs
  • Approve site plan security deposit estimates and prepare Subdivision Agreement security schedules.  Control, monitor and release Letters of Credit and cash deposits. Decide on release and/or reduction in securities based upon agreement compliance. Create and maintain databases, spreadsheets and reports to monitor status of on-going projects, securities and expiration dates and make recommendations in co-operation with the Financial Management Services Department
  • Prepare reports for the Planning and Building Services Department on the following applications:  (a) Land Division Committee applications (b) Zoning by-law amendment applications (c) Committee of Adjustment applications and (d) Niagara Escarpment Commission applications with regard to servicing
  • Provide recommendations to the Committee of Adjustment by performing site inspections in addition to the review of drawings to confirm conditions to be imposed in accordance with the Committee of Adjustment decisions.
  • Assist in the control of public works built under subdivision and site plan agreements and special development and re-development projects, liaise with developers, consultants and contractors, recommending approval of servicing changes and recommend approval for release of building permits and final acceptance by City Council. Prepare reports for Council as required
  • Liaise with other municipal departments/sections as well as outside agencies (NPCA, NEC, MTO, MOE, Niagara Region Public Works Department, etc) on matters requiring expertise in the area of grading, site services or development type agreements
  • Prepare reports and recommendations on methods, proposals, and procedures for municipal development in the City of St. Catharines
  • Respond to inquiries, resolve complaints and provide information on municipal development related matters at the office and in the field
  • Liaise between staff and the public at Building Permit stage when servicing problems arise
  • Provide responses to external legal firms with respect to development agreement compliance
  • Provide information to Zoning Technicians with respect to developments for zoning and mortgage clearances
  • Represent the Planning and Building Services Department at meetings and on committees as required
  • Perform other similar and related duties as required

What's Required:

  • Graduate of an accredited university or college in the field of Civil Engineering Technology.
  • Certified Engineering Technologist, Civil discipline.
  • Five years experience in the civil engineering field.
  • Well developed written and oral communication skills.
  • Ability to work with minimum supervision.
  • Ability to work effectively with the public and developers, contractors and consultants.
  • Must possess a valid Ontario G driver's license.
  • Sound working knowledge of word processing, database and spreadsheet packages.  Knowledge of AMANDA and Work Manager.
