About the Role:

Reporting to the Director of Corporate Support Services, the Corporate Information Officer (CIO) provides strategic leadership for the City of St. Catharines’ Information Technology (IT) and digital transformation agenda, ensuring initiatives align with corporate priorities, long term objectives and budget. The CIO has overall operational accountability for the planning, governance, and delivery of the City’s technology services and digital solutions including operating and capital budgets. This includes oversight of IT operations, cybersecurity, enterprise architecture, application development and support, data and analytics, project delivery, and the City’s technology infrastructure to ensure reliable, secure, and effective service delivery. 

What You'll be Doing:

  • Provide recommendations for the strategic direction of the City’s technology landscape, ensuring alignment with corporate priorities, digital transformation objectives, and emerging needs.
  • Lead the development, execution, and continuous improvement of the City’s IT and digital strategies, including the corporate IT Roadmap.
  • Establish and enforce IT governance frameworks, enterprise architecture standards, policies, and best practices to ensure sustainable, secure, and business‑aligned solutions.
  • Oversee all IT projects and programs, ensuring they are appropriately scoped, resourced, governed, monitored, and delivered in accordance with approved commitments.
  • Direct the operational management of the City’s technology environment, including infrastructure, networks, cloud platforms, enterprise applications, and service delivery.
  • Establish performance metrics, service level targets, and reporting mechanisms to ensure reliable operations, positive user experience, and continuous improvement.
  • Provide leadership and oversight of cybersecurity, risk management, and business continuity, including disaster recovery planning, testing, and regulatory compliance.
  • Build strong partnerships with internal departments to understand business needs and identify opportunities for digital enhancement and service optimization.
  • Lead, mentor, and develop a high‑performing, multi‑tiered IT division, ensuring appropriate structure, capacity, and skills to meet current and future needs.
  • Foster a collaborative, customer‑focused, and performance‑driven culture within the IT division.
  • Develop and manage vendor relationships, service contracts, and technology procurement activities in a fiscally responsible manner.
  • Prepare, present, manage, and monitor approved IT operating and capital budgets.
  • Periodically report to the Senior Leadership Team and City Council on technology initiatives, performance, and risks.
  • Perform other related duties as required.

What's Required:

  • University degree in Computer Science, Computer Engineering, Management Information Systems or related technical field.
  • Ten (10) years progressive IT leadership experience with extensive knowledge of enterprise technology operations, cybersecurity, and digital modernization.
  • Five (5) years management experience preferably managing multidisciplinary technical teams and complex IT environments.
  • Completion of the following designations/certifications are an asset:
    • Information Technology Infrastructure Library (ITIL) 4 Master certification
    • The Open Group Architecture Framework (TOGAF) 9 certification
    • Microsoft Technology Associate (MTA)
    • Project Management Professional (PMP) certification
    • Six Sigma certification
  • Demonstrated experience leading strategic digital transformation initiatives and driving technology innovation in a multi-location, multidisciplinary environments.
  • Experience with cloud computing, data analytics, SaaS solutions and other emerging technologies like blockchain, machine learning (ML) and artificial intelligence (AI).
  • Strong understanding of IT infrastructure, applications, cybersecurity, data management and data protection practices.
  • Knowledge of relevant municipal legislation including procurement and budget practices.
  • Proven strategic thinking, problem-solving and decision-making abilities.
  • Strong communication and interpersonal skill with the ability to collaborate effectively at all levels.
  • High degree of professionalism to maintain integrity and confidentiality.
  • A demonstrated commitment to enhancing a safety culture through effective management with the goal of achieving a healthy and safe operation.
  • Ability to travel between various City locations.
