Chief, Real Estate Projects

The Real Estate and Development Branch is looking for a Chief, Real Estate Projects for an indeterminate position. The position is classified as RÉ-07 ($116,475 to $150,086 per annum).

JOB OVERVIEW
The NCC is currently seeking a Chief, Real Estate Projects with great leadership skills to join our Real Estate and Development team. This is a great opportunity to contribute to a diverse portfolio and to take your career to the next level. 

Reporting to the Director, Real Estate Management, you will manage resources, schedules, financials, including management of issues, risks, and project change requests. You will contribute to process improvement initiatives, as they relate to project delivery for real estate projects. 

You will also manage a team of professionals to deliver architectural, heritage, commercial, landscaping, industrial or other design or engineering projects related to construction, fit-up and accommodation programs for tenant occupied properties. 

ESSENTIAL QUALIFICATIONS 
EDUCATION
A degree from a recognized post-secondary institution with acceptable specialization in Engineering, Architecture, Landscape Architecture, Industrial Design, Urban Planning, or Project Management in Real Estate, or an acceptable combination of education, training and/or experience.  

EXPERIENCE
A minimum of eight (8) years of experience in real estate, including:
•    leading and controlling all aspects of project development and delivery; 
•    providing strategic real estate project services and advice to internal and external stakeholders;
•    collaborating on the development of project management policies, guidelines, techniques, and standards; 
•    managing resources (human, financial, and material). 

KNOWLEDGE
•    Of the theories, methods, techniques, and practices of project management.
•    Of architectural and engineering techniques and practices, building technology (electrical, mechanical, communication) and interior design (including codes used in architectural and engineering plans and specifications).
•    Of client service principles and practices.

ABILITIES
•    To direct, lead and conduct research and analysis into complex issues related to the project and measure the risk and impact on the project and operations. 
•    To negotiate contracts with vendors, suppliers, and contractors. 
•    To manage multiple priorities in a high-pressure environment with competing demands.

COMPETENCIES
•    Demonstrating integrity and respect – Civility and well-being. 
•    Thinking things through – Innovating through analysis and ideas.
•    Working effectively with others – Relationships and trust building.
•    Showing initiative and being action-oriented – Getting things done.

ASSETS
•    PMI or PMP Certification or equivalent.
•    Experience providing real property services to Government of Canada departments.
•    Knowledge of the Property Management industry, industry specific accounting principles and property management software. 

WORKING CONDITIONS
•    Primarily working in a controlled office environment with little exposure to unpleasant conditions. 
•    Frequently driving to and accessing, inspecting properties owned and managed by the NCC, within the National Capital Region (Ottawa-Gatineau). 
•    Involves standing, walking and navigating various work terrains.

CONDITIONS OF EMPLOYMENT
•    Possess or eligible to obtain secret security clearance.
•    Bilingual imperative CBC.
•    Position is in the National Capital Region. The person selected for this position must reside within a commutable distance from the workplace at 40 Elgin Street, Ottawa, Ontario.
•    The National Capital Commission offers a hybrid and flexible work environment, all employees are currently asked to work on-site at least two (2) days per week.
