Land Use Planner

The Capital Planning Branch is looking for a Land Use Planner for a temporary position until March 31, 2028, with the possibility of extension and/or indeterminate status. The position is classified as a RÉ-05 ($75,576 to $100,274 per annum).

JOB OVERVIEW
Reporting to the Chief, Federal Land Use and Transactions Approvals, you will be responsible for receiving and processing all federal land use approval requests both internal and external, and for coordinating, reviewing and preparing approvals for the use, transaction and planning of federal lands within the National Capital Region, under authority of the National Capital Act. You will participate in the preparation of land use and development plans and policies for federal lands.

ESSENTIAL QUALIFICATIONS:
EDUCATION
A post-secondary degree from a recognized institution in Urban or Regional Planning or another related field.

LICENCE
Must be a member of the Canadian Institute of Planners, Ontario Professional Planners Institute OR l’Ordre des Urbanistes du Québec or eligible to become a member.

EXPERIENCE
A minimum of 3 years of experience holding progressively significant responsibilities in Urban or Regional Planning.
•    Experience in the implementation, review or approval of projects that have a variety of issues including environmental, transportation or land management.

KNOWLEDGE
•    of the federal, regional, and municipal planning environments.
•    of environmental assessment and urban design practices and principles.
•    of land use legislation in the NCR, and in the province of Quebec and/or Ontario.

ABILITIES
•    to manage workload and set priorities effectively with minimal supervision.
•    to assess and communicate the needs of multiple stakeholders, identify common goals and resolve differences.
•    communicate effectively orally and in writing and deliver effective presentations.

•    Knowledge of the Federal Approvals framework: National Capital Act, Impact Assessment Act, Standards and Guidelines for the Conservation of Historic Places in Canada, Parks Canada & Canadian Heritage regulations and processes, Applicable Treasury Board Policies, Municipal regulations, Provincial regulations, National Building Code, LEED/ Green Globes, or similar certification processes.
•    Previous experience working in the federal, provincial or municipal government on development review
•    Other professional designations or Project Management memberships

WORKING CONDITIONS
•    Visit to construction project sites where protective equipment such as hard hats and safety shoes may be required. 
•    May involve standing, walking, and navigating various work terrains.

CONDITIONS OF EMPLOYMENT    
•    Possess or eligible to obtain Secret security clearance.
•    Linguistic profile: English or French.
•    Position is in the National Capital Region. The person selected for this position must reside within a commutable distance from the workplace at 40 Elgin Street, Ottawa, Ontario.
•    The National Capital Commission offers a hybrid and flexible work environment, all employees are currently asked to work on-site at least two (2) days per week.
