Senior Contract Officer

The Corporate Services Branch is looking for a Senior Contract Officer for an indeterminate position. The position is classified as an RÉ-05 ($75,576 to $100,274 per annum).

JOB OVERVIEW
The Corporate Services Branch is looking for a highly motivated and detail-oriented Senior Contract Officer to join our procurement team.  

As a Senior Contract Officer, you will provide a diverse range of procurement services for goods, services and construction through the tendering, awarding, and administration of contracts and pre-competed procurement instruments such as Standing Offer Agreements in accordance with National Capital Commission (NCC) By-laws, current trade agreements and corporate procurement policies and procedures. You will provide advice and guidance to clients to safeguard procurement activities by ensuring that statements of work, specifications, mandatory and point-rated evaluation criteria, budgets, timelines, and other contracting requirements are realistic, cost-effective and encourage fair and equitable procurement opportunities to suppliers. 

The procurement services are delivered in a fast-paced environment and requires composure as well as objectivity on your part. The work involves simultaneous and competing priorities, tight deadlines, and sporadic peaks in the volume of work. 

ESSENTIAL QUALIFICATIONS:
EDUCATION 
A High School diploma. 

EXPERIENCE 
Three (3) to five (5) years of experience in the field of procurement performing the following tasks:
•    Providing a full range of procurement services for goods, services and/or construction. This includes but is not limited to: experience reviewing statements of work and bid evaluation criteria, preparing and issuing solicitations, managing the solicitation process, leading the evaluation of bids, awarding contracts, conducting supplier de-briefings, and managing contracts.
•    Providing advice and recommendations to clients on procurement issues, strategies, and policy interpretation.

KNOWLEDGE
•    Of the procurement policies and legal framework related to Federal Government procurement, including current trade agreements.

ABILITIES
•    To analyze and make recommendations.
•    To establish priorities, organize work to meet tight deadlines and work with limited supervision.
•    To adapt to a fast-paced environment and changing priorities.
•    To support a team and be willing to contribute and participate accordingly.

ASSETS
•    Degree from a recognized post-secondary institution in a related field to the position.
•    Certification in procurement or enrolment in a procurement certification program.
•    Experience in public sector procurement.
•    Experience in IT procurement.
•    Procurement experience related to property management.
•    Experience in contracting for construction projects.
•    Experience using a financial system software (MS Dynamics AX, SAP).
•    Experience negotiating and resolving contracting issues.

CONDITIONS OF EMPLOYMENT    
•    Possess or eligible to obtain secret security clearance.

•    Position is in the National Capital Region. The person selected for this position must reside within a commutable distance from the workplace at 40 Elgin Street, Ottawa, Ontario.
•    The National Capital Commission offers a hybrid and flexible work environment, all employees are currently asked to work on-site at least two (2) days per week.
