Senior Civil Engineer

The Design and Construction Branch is looking for a Senior Civil Engineer for a temporary position until November 27, 2026. The position is classified as an RÉ-06 ($94,550 to $127,698 per annum).

JOB OVERVIEW

  • The Senior Civil Engineer plans, coordinates, organizes, and prepares or directs the development of plans, studies, designs, and specifications documents in the incumbent’s area of expertise. 
  • The incumbent provides civil, municipal, and water resource engineering professional and technical advice to internal Commission directorates and external governmental agencies and or partnerships. 
  • In collaboration with the Project Manager, the incumbent is responsible for the design of capital projects of the Multi-Year Capital Program (MYCP) and the major operating program.
  • The incumbent manages and participates in Division / Section meetings and working committees. 
  • The Senior Civil Engineer will primarily work on internal NCC projects, with some time dedicated to external projects on federal lands in the National Capital Region. 
  • The individual will be working on multi-disciplinary teams, including architects, landscape architects, environmental professionals, among others.

ESSENTIAL QUALIFICATIONS

EDUCATION

  • A degree from a recognized post-secondary institution with acceptable specialization in Civil, Municipal, Water Resources, or Transportation Engineering with a strong background in storm water management or an acceptable combination of education, training, and/or experience.

EXPERIENCE

Five (5) to eight (8) years of experience in holding progressively significant responsibilities in providing professional services in Civil, Municipal or Environmental Engineering.

  • Extensive experience in civil/municipal engineering and storm water management: This covers a broad range of critical technical skills, including planning, design, hydrologic and hydraulic modeling, water balance analysis, grading analysis, and urban drainage planning, which are essential for effective project execution in this field.
  • Experience in providing professional and technical advice in Civil and Municipal Engineering: Demonstrates the ability to guide stakeholders, offer expertise, and ensure engineering practices meet technical and regulatory standards.
  • Experience in managing financial and human resources: Highlights leadership capabilities, budget management, and resource allocation, which are crucial for overseeing large-scale projects and ensuring they are completed on time and within budget.

KNOWLEDGE

  • Of contract management principles and procedures: This is critical for overseeing contract preparation, procurement strategies, managing contracts, ensuring compliance, and resolving disputes—core responsibilities in project and construction management roles.
  • Of negotiation skills and dispute resolution: Essential for managing project changes, resolving disputes, and navigating approvals with regulatory bodies, which are common and critical aspects of large and complex projects.
  • Of codes, standards, theories, principles, practices, and techniques of municipal and environmental engineering: This knowledge is fundamental to providing expert guidance in the planning, design, and construction phases, and for managing risks in large-scale projects.

ASSETS 

  • Proficiency in relevant software: Experience with AutoCAD, Civil3D, and hydrologic and hydraulic modeling software such as EPA SWMM, PCSWMM, Visual OTTHYMO, SWMHYMO, and HEC-RAS. Proficiency in these tools is essential for design, modeling, and analysis in civil, municipal, and environmental engineering projects.
  • Experience with construction projects for heritage buildings and heritage landscapes: This expertise is crucial if the role involves projects with historical or heritage significance, ensuring compliance with preservation standards and practices.
  • Experience in working on projects involving landscape architecture, civil, and infrastructure projects: Demonstrates versatility and experience in managing diverse projects such as wetlands, shorelines, drainage structures, bridges, pathways, roads, parks, and national monuments, which is valuable for a broad range of engineering and construction projects.
  • Experience with pathway/road/highway structure, drainage and storm water management design and analysis: Highlights specialized expertise in managing critical aspects of civil and environmental engineering, particularly relevant to infrastructure projects and ensuring proper water management and drainage systems.
  • Experience working on shoreline rehabilitation and stabilization projects, including the use riprap. 

CONDITIONS OF EMPLOYMENT 

  • Must be licensed/registered as a professional member in the province of Ontario or Quebec in Civil engineering or must be eligible and meet all requirements to apply to the PEO or OIQ, if not already licenced in the province of Ontario or Quebec, by providing written confirmation from the licensing organization that they are eligible for a license transfer.
  • Possess or eligible to obtain Secret security clearance.
    Linguistic profile: English.
  • Position is in the National Capital Region. The person selected for this position must reside within a commutable distance from the workplace at 40 Elgin Street, Ottawa, Ontario.
