Overview
Reporting to the Manager, Plan Review, the Senior Code Engineer is the subject matter expert and technical lead for the department. The Senior Code Engineer will oversee Building Code issues, providing guidance and mentorship to code engineers, technologists and inspections staff while coordinating workflow, and overseeing the quality of work in the section. The position will function independently, liaising effectively with the applicant design team, jurisdictional authorities and other city staff to complete technical reviews of the most complex building applications.
Examples of key responsibilities include, but are not limited to:
- Provide advanced technical building code knowledge and proficiency to serve as the technical lead for the department
- Apply expert knowledge to strengthen the department's technical capability for reviewing the most complex construction while supervising the overall code engineering process and staff performance within the section.
- Develop within the department consistent technical standards and approaches for evaluating performance-based Alternative Solutions to prescriptive code.
- Direct workflow within the code engineering section, and oversee quality and timeliness of the section's work to improve permitting times
- Serve as the technical resource for the management team on specific issues as well as overall policy and process
- Interact with applicants' architectural/engineering design team on both general and specific building code/technical issues to arrive at solutions for complex issues
- Advise the Director on emerging developments in technical building matters, codes, and standards
- Provide and organize technical training for the department's technical staff
- Support and mentor technical/inspection staff by answering questions and providing resource materials, promoting continuous growth and technical development across the team.
- Performing research on technical and code matters keeping the department current on expert knowledge and providing written communication in reports and bulletins
- Oversee and manage the workload of code engineers, including assigning tasks, directing workflow to optimize results, and ensuring timely and accurate execution of deliverables
- Provide day-to-day oversight and guidance, conduct regular performance reviews, and foster a culture of accountability and excellence

- The ability to enforce codes, regulations and bylaws with tact, firmness and sound judgement.
- Extensive knowledge of the B.C. Building and Fire Codes and industry standards (NFPA, CSA, ASTM).
Qualifications and Experience:
- Bachelor’s degree in Engineering with a focus in structural, civil, and/or mechanical OR an Architecture degree is required.
- A minimum of 5 years of progressive work experience in a Senior Code Engineer capacity, showing development in technical capability and responsibility for increasingly complex construction.
- Registered Professional with Engineers and Geoscientists of B.C. (EGBC) OR the Architectural Institute of B.C. (AIBC), holding either a P. Eng designation or Architect AIBC designation
- Completion of the Certified Professional (CP) Program offered through AIBC, and currently in good standing.
- Structural Engineer specialty designation is considered an asset.
- Municipal experience is considered an asset.
- An equivalent combination of training and experience may be considered.
