We are seeking a Manager, Payroll to join the Human Resources team who will be responsible for all operations related to payroll.  You will manage all aspects of payroll payments to employees in a timely and accurately manner within the legislative requirements. Reporting to the Director, Human Resources Operations you will be accountable for the ongoing review of payroll procedures, identifying opportunities and making recommendations for improvement.  You will act as an Equity, Diversity & Inclusion (EDI) champion to ensure consideration is given to EDI in all areas of work.

Daily Operations  

  • Lead and manage the department, while being responsible for the overall direction and coordination of the team in accordance with departmental and institutional policies and objectives.
  • Ensure timely processing of the payroll cycles and compliance with CRA, Collective Agreements, and applicable government policies, guidelines and legislation 
  •  Provide expertise in CRA regulations and other policies pertaining to payroll

Financial Controls 

  • Reconcile monthly cash outflow, remit statutory payments and provide annual financial year-end analysis

Reporting and Reconciliations 

  • Prepare monthly remittance reconciliation reports, quarterly statutory remittance, semi-annual T4 reconciliation, and annual balance reports
  • Set up a system for bi-weekly and monthly reconciliation of the Payroll Register and General Ledger, and define and implement a year-end audit process for payroll analysis
  • Provide variance analysis for all payroll codes, support with monthly reports to Canada Revenue Agency and provide analytical support to management 
  • Verify and confirm annual employment earnings, deductions and benefits for T4, T4A, and T4ANR reporting, balance monthly contributions and assessments for various pension plans and provide information for pension statements

Standard Operation Procedures 

  • Review and update SOPs for payroll processing, recommend efficient methods and suggest business process flow changes 
  • Outline audit controls, reconciliations and remittances for governing bodies, including CAAT 
  • Identify customer experience and internal process improvements and work with partners

Whether you hold a post-secondary credential such as Diploma or Degree in Accounting, Finance, Business Administration or other related field, or have the equivalency of 5+ years’ experience in payroll processing, accounting, pension or relevant area, we encourage you to apply. The PCP or PLP designation is required.  Experience with PeopleSoft and working in a unionized environment is definitely an asset.  Additionally, possessing strong leadership, business acumen, adept diplomatic relationship management, collaborative abilities, and excellent communication skills are crucial for success in this role.
