The Geospatial Solutions Coordinator is instrumental in integrating Geographic Information System (GIS) technology throughout the Town of Oakville’s municipal operations. This position serves as a leader in advancing digital transformation efforts through GIS, specifically through cutting-edge initiatives such as digital twins, 3D models, and Building Information Modelling (BIM). These technologies foster data-driven decision-making, enhance cross-departmental collaboration, and support forward-looking urban development and infrastructure management. 
Reporting to the Supervisor, Business Solutions & Analytics in Business Support Services, this position will be a key driver for the town’s GIS workplan and strategy. The position is responsible for managing and enhancing the GIS platform to meet the evolving needs of municipal departments. Working closely with ITS, this role oversees the development of GIS-driven business solutions that streamline service delivery, provide accurate mapping and spatial analysis, and ensure that critical data insights are accessible to all departments. 
 
Job Responsibilities:
Strategy, Standards, and Advocacy   
  • Lead the development and implementation of the town's Enterprise Geospatial Roadmap. 
  • Ensure GIS solutions meet data security, compliance, and organizational standards. 
  • Collaborate with departments to create GIS policies, standards, and strategic plans aligned with the town’s goals. 
  • Maintain communities of practice for ongoing GIS-related initiatives and issues. 
  • Identify and implement process and technology improvements. 
Analytics and Visualization Services 
  • Serve as the primary liaison for spatial data needs across town departments, such as Planning and Infrastructure. 
  • Conduct advanced spatial analyses to provide actionable insights for urban planning and infrastructure. 
  • Design and manage public-facing GIS tools (e.g., 3D visualizations using ArcGIS Urban). 
  • Innovate and implement emerging technologies like Digital Twins and BIM to strengthen data interpretation and accessibility. 
Solutions Development and Implementation  
  • Lead GIS solutions design, development, implementation and maintenance. 
  • Create 3D models for urban landscape visualization and analysis. 
  • Design custom GIS applications to support various municipal functions using core tools like Esri ArcGIS and Python. 
  • Coordinate project planning and implementation, managing timelines, budgets, and stakeholder needs. 
  • Automate data workflows through tools such as Python, ModelBuilder, and FME to optimize data integration. 
  • Provide end to end project management for GIS related projects. 
Data Quality Control and Assurance  
  • Conduct quality reviews for GIS datasets, ensuring accuracy and compliance with data standards. 
  • Develop and monitor Key Performance Indicators (KPIs) for GIS data integrity and application effectiveness. 
  • Work closely with departments to troubleshoot and resolve GIS application issues. 
Perform other duties as assigned, which are directly related to the major responsibilities of the job. 
 
Qualifications:
  • Bachelor’s degree in Geographic Information Systems (GIS), Geomatics, Computer Science, Data Management, Environmental Science, or a related field. 
  • Professional certifications in Project Management (PMP), Business Analysis (CCBA, CBAP), or GIS (GISP) are preferred. Candidates should be prepared to pursue at least one certification within two years. 
  • Minimum of five years of relevant experience in GIS, including spatial analysis, database management, and GIS application development. 
  • Proven experience with the Esri ArcGIS Suite (ArcGIS Pro, ArcGIS Online, ArcGIS Urban) and database tools (e.g., ORACLE, SQL Server). 
  • Demonstrated background in urban planning, infrastructure management, and GIS solution implementation in a municipal setting. 
  • Advanced knowledge of spatial analysis and GIS data management, including QA/QC practices. 
  • Proficiency in software such as AutoCAD, BIM (e.g., Autodesk Revit, Civil 3D), and ETL tools like FME and Python. 
  • Familiarity with GIS APIs and advanced scripting (Python, SQL, Arcade) for application development. 
  • Excellent communication skills to present complex spatial data to stakeholders. 
  • Proven leadership and customer service abilities, with a focus on cross-departmental collaboration. 
  • Strong organizational skills to manage multiple projects with competing priorities.
