Position Description

CORPORATE PROFILE
The Hamilton Regional Laboratory Medicine Program (HRLMP) is a jointly owned program between St. Joseph’s Healthcare Hamilton and Hamilton Health Sciences for the delivery of laboratory medicine to Hamilton hospitals. The HRLMP is comprised of approximately 700 staff that provides inpatient and regional centralized laboratory services in the areas of anatomical pathology, clinical chemistry, immunology, hematology, genetics, microbiology, and transfusion medicine.

POSITION SUMMARY
Reporting to the Senior Quality Manager, the Education, Safety and Transport Manager is accountable for:
• acting as an ambassador for the mission, vision, values and goals of the HRLMP as well as those of St. Joseph's Hospital and Hamilton Health Sciences Corporations
• facilitating an environment which supports clinical excellence, continuous learning, outcome evaluation and research
• promoting open, participative communication within and across the Program and the clinical programs and services
• advocating and facilitating professional development and continuing education within the profession
• acting as the Professional Leader for Medical Laboratory Technologists and representing the interests of that regulated health profession group on a Professional Advisory Council 
within the Hospital Corporations
• collaboratively developing profession specific strategic and operational plans
• ensuring the maintenance of the standards of the Medical Laboratory Technology profession

QUALIFICATIONS
• Registered with the College of Medical Laboratory Technologists of Ontario (CMLTO)
• Degree/certificate from a recognized Health Management Program preferred 
• Advanced Registered Technologist or BSc in a related science, Bachelor of Technology or Bachelor of Health Administration preferred
• Current certificate of training in Transportation of Dangerous Goods
• Certification in Adult Education would be an asset
• Minimum 5 years management or supervisory experience 
• Demonstrated experience in a management role, with a track record of success
• Demonstrated leadership abilities, excellent interpersonal skills and a demonstrated ability to lead and manage change initiatives in a fast-paced work environment
• Demonstrated knowledge of Transport Canada regulations regarding transport by ground and air
• Demonstrated knowledge of occupational health and safety regulations
• Demonstrated commitment to professional development for self and other staff
• Demonstrated ability to meet financial and quality performance targets
• Demonstrated experience in conflict management
• Proven ability to develop partnerships with key stakeholders and develop a high performing team environment
• Demonstrated coaching and mentoring ability
• Knowledge of principles of Lean Sigma methodology
• Commitment to continuous improvement in service quality levels
• Experience in planning and implementing education and professional development
• Demonstrated knowledge of current learning concepts and technology

RESPONSIBILITIES
• Works collaboratively to enhance quality of laboratory services in patient care through development, implementation, evaluation and continuous improvement of orientation, training, competency assessment and professional development programs for staff within the Program
• Promotes professional development of laboratory staff and coordinates educational activities
• Provides professional practice leadership including RHPA and liaises with external agencies and internal resources as required 
• Coordinates activities of students during clinical placement within the Program and chairs the Teaching Technologists Committee to review student curriculum, evaluate the clinical year program and evaluate the performance of students within the Program
• Participates on College/University Steering and Advisory Committees related to MLS
• Establishes and coordinates a documentation process for recording the educational activities of all technical and clerical staff within the Program
• Develops and maintains a personal education program that supports the role of Education, Safety and Transport Manager
• Manages continuing education requests and funding
• Provides leadership and direction for the QSE personnel in collaboration with the Quality Manager
• Verifies CMLTO registration credentials for MLTs
• Facilitates team building, conflict resolution and supports staff through charge management
• Collaborates with HRLMP leadership and other members of the HRLMP to identify transportation requirements which meet the needs of the Program and partners
• Collaborates with Managers and safety team to ensure that safe work practices are implemented, sustained and monitored across the program
• Facilitates development of systems and processes that add value, avoid duplication, maximize quality, effectiveness and efficiency
