About the Municipal Development Corporation

The Municipal Development Corporation (MDC) is a strategic initiative by the City of St. Catharines that optimizes the value of surplus municipal real estate to benefit the community. The MDC addresses urgent housing needs and promotes sustainable urban growth. Operating under a Board of Directors chaired by the Mayor, the MDC functions as a separate entity to streamline public-private partnerships, improve negotiations, ensure transparency, and mitigate conflicts of interest. By leveraging underutilized municipal assets, the MDC drives community renewal and development, meeting housing demands while unlocking additional value for St. Catharines.

About the Role

The MDC partners with private and non-profit sectors to develop housing and mixed-use, transit-oriented projects on City-owned surplus and underutilized lands. The focus is on projects that address core community needs while optimizing municipal assets and leveraging partnerships and funding opportunities. The MDC’s mandate centers on three areas:

  • Unlocking municipal properties for housing development
  • Supporting strategic long-term planning
  • Delivering public value

The Assistant Projects Manager (APM) will oversee day-to-day operations, reporting directly to the GM. This role involves full lifecycle engagement in property and land development. The ideal candidate thrives in a fast-paced environment, prioritizes projects, and navigates zoning, construction, third-party service providers, and corporate relations with poise.

The St. Catharines Municipal Development Corporation (MDC) is a separate legal entity established by the City of St. Catharines to advance strategic real estate initiatives. Although established by the City, the MDC operates independently. Employees of the MDC are employed by the Corporation, not by the City of St. Catharines.

 

Key Responsibilities

Strategic Project Coordination

  • Maintain and update project timelines (“Critical Path”), from acquisition through construction to stabilization
  • Identify potential scheduling conflicts and propose solutions
  • Coordinate site visits and project walk-throughs

Stakeholder Management & Communication

  • Serve as primary liaison between GM and external partners (architects, engineers, city officials, legal counsel)
  • Manage high-volume communications and prioritize urgent project inquiries
  • Prepare professional correspondence, including project updates for GM and MDC Board

Document Control & Due Diligence

  • Organize and maintain comprehensive digital project files
  • Assist with due diligence, including surveys, environmental reports, and title documents
  • Support contract execution and ensure deadlines are met

Financial & Administrative Support

  • Track draw requests, consultant invoices, and interest payments against project budgets
  • Manage GM’s calendar with a focus on project-critical meetings

Presentation & Meeting Preparation

  • Draft and format presentations for meetings and community boards
  • Take detailed minutes and track action items

Other Duties

  • Perform additional tasks as assigned

 

About You

We are seeking a candidate who demonstrates strong collaboration and relationship‑building skills, applies an innovative and solutions‑oriented mindset, and possesses sound financial literacy and risk management awareness.   • Degree or diploma in Land Use Planning, Environmental Studies, Urban/Regional Planning, or equivalent experience
  • Minimum 2 years of progressive experience in real estate management, development, or construction
  • Minimum 2 years of supervisory or management experience
  • Certificates in Public Policy, Business Administration, Economics, Project Management, Land Use Planning, or Real Estate Development are an asset
  • Recognized real estate appraisal designation is an asset
  • Strong communication, facilitation, negotiation, and conflict resolution skills
  • Knowledge of housing strategy policies, legislation, standards, and regulations

 

Job Details

This is a part-time, temporary remote role with the Municipal Development Corporation. The position offers a salary range of $37,500 – $42,500, with additional compensation in lieu of benefits and pension. This role is scheduled to end on December 31, 2026, with the intention to extend the posting year over year until December 31, 2029, pending budget approval.

The successful candidate will work 20 hours per week, spread over five days, in a fully remote capacity.
