Our Whiteshell Laboratories (WL) site located near Pinawa, Manitoba is looking for a Director, Project Management. The Director is responsible for the management of the cost, schedule, scope and technical performance of a portfolio of  (WL) Closure Projects as defined in the project performance baseline and reports directly to the General Manager (GM), WL Restoration Project. The Director ensures that WL Restoration Project work is performed safely and in compliance with requirements of the Site License, Quality Assurance (QA) Program and Facility Authority. They will proactively manage the personnel performing the scope of work, and implement project management including responsibility to plan, control and monitor the execution of all project work. They will provide detailed reporting and communication on project status, with emphasis on timely identification and resolution of issues and correcting variances to plans. The Director will hold budget responsibility for work ranging from $50M to $70M annually and may oversee 10 to 20 direct reporting staff. They will ensure appropriate execution of the WL Restoration contract and oversee management of contracts to deliver Projects.

What will you be doing?

•    Safety - the extent to which activities within the WL site are carried out safely and Decommissioning Process impacts the safety of operations at CNL sites.
•    Risk Reduction - the extent to which CNL’s safety, health, environmental, and business risks arising from radioactive waste, hazardous waste, and redundant facilities are reduced.
•    Liability Reduction - the extent to which CNL's financial liabilities from past, present and future radioactive waste generation and from disused facilities are reduced or minimized.
•    Environment - the extent to which CNL's D&D and Waste Management Program supports good environmental performance, and the Program requirements are consistent with regulations and CNL's policy on the protection of the environment.
•    Performance – projects are managed within the defined time and on budget and opportunities for improvement and innovation are recognized and acted upon.
•    Corporate Citizenship - the extent to which CNL's Decommissioning and Demolition (D&D) Program supports a positive relationship with the neighbouring communities by promoting good waste management practices.

The Director, Project Management is responsible for the following:

•    Taking a lead role in the design and development of the organization that they will oversee, including developing and managing an organizational budget.
•    Leading the development of a training needs assessment for the organization and ensure all required training is completed in time to support the schedule of the WL site.
•    Proactively managing the personnel responsible for managing and supervising Project Managers and Planners, including responsibility to plan, control and monitor the execution of all the work. They will provide detailed reporting and communication on progress, with emphasis on resolving issues and correcting variances to plans.
•    Ensuring that work is performed safely and in compliance with Operating Procedures, requirements of the Site License, Quality Assurance Program and Facility Authority.
•    Enforcing management expectations regarding safe work practices, consequences of not following safe work practices and performance management issues.
•    Implementing project management including responsibility to plan, control and monitor the execution of all project work.
•    Initiating and maintaining productive relationships with other members of the WL Restoration Project (WLRP) organizations and stakeholders who contribute to the development of active WLRP plans.
•    Ensure the establishment, authorization and effective implementation of regulatory, legal, codes, and standards requirements applicable to D&D at all CNL Canadian sites considering specific work environment and activities.
•    Appropriate documents and related procedures are used, where applicable, to define how work will be done within the areas of responsibility.
•    Business processes and related procedures are used, where applicable, to define how work will be done within the areas of responsibility.
•    Recruits, trains, assigns and develops staff.  In addition, the incumbent may also manage additional seconded and consulting staff attached as required. Leads succession planning, performance management and salary normalization processes. Interacts with functional resource managers and human resource professionals on policy, system, and process matters ranging from compensation to staffing and employee relations.
•    Responsibility to review and approve contract documents including iReq., procurement recommendations, Form of Contract, invoices, change orders, and other documents generated under contracts associated with the site work.
•    Ability to make key planning and execution decisions that are sound and reasonable to keep the project moving forward. Expectations is to interface with key subject matter experts and have the ability to facilitate the discussions to converge on the issue or concern and bring a solution.

•    Present highly complex, sensitive information and key messages to internal and external stakeholders at all levels.
•    Demonstrate effective verbal and written communication skills.

Experience

•    Minimum of 15 years’ experience in the nuclear field with a focus on waste management, and demonstrated program/project management, administration and/or leadership experience.
•    The incumbent must have a strong grounding in the technical and regulatory dimensions of nuclear and conventional operations and program planning, and demonstrated ability to apply regulations and standards appropriately. 
•    Working knowledge of federal and provincial regulations that impact on waste management, including those of the Nuclear Safety Act is considered an asset.
•    Must have demonstrated strong leadership skills, to support and articulate the organization's vision/mission at all levels, and have a proven ability to achieve results through others.
•    Strong communication skills, both written and oral, to communicate with a variety of organizations and at a variety of levels.
•    Demonstrated business sense and financial knowledge to adequately plan, manage and monitor Division budgets to meet financial objectives.
•    Demonstrated managerial responsibilities of major projects, facilities or large programs.

Education
•    A University Degree in Engineering or Science from a recognized educational institute. 

Security clearance eligibility requirement
Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat “Standard on Security Screening” and the “Policy on Government Security”.
