Cost Estimator

The Estimator - Cost is accountable for the preparation of detailed estimates for new construction and sustainment projects, including work that may encompass project management, engineering, detail design, procurement, planning, production, commissioning, maintenance and/or repair activities on surface ships. The Estimator - Cost is a core member of the Estimating & Resourcing team within the Planning function, but supports Business Development and Strategy teams to prepare responses to bids/proposals and tender inquiries.

Duties/Accountabilities

  • Prepares detailed estimates for projects related to surface ship design, construction, maintenance and repair, upgrade, conversion and/or vessel life extension.
  • Prepares estimates based on accurate evaluations of requirements, contract terms and conditions, detailed or outline specifications, drawings, sketches, or following verbal instructions. This involves soliciting pricing from suppliers, advising shipyard personnel, subcontractors, regulatory bodies, trades, and applying general and specific knowledge of the work to be performed gained from experience and analysis, to resolve labour and material requirements and calculate the overall costs for the project.
  • Monitors the cost of work and prepares analysis for the Estimating Manager.
  • Communicates with owners/customer representatives and Capture/Project Managers throughout the bid process, after contract award, and during project execution, to ensure a clear understanding of the scope of work and to identify other potential work arising from the project.
  • Assesses scope and practicality of requirements and owner expectations by reviewing, discussing and clarifying details, visiting vessels, attending bidders’ conferences and incorporating specification amendments to ensure estimates are accurate and complete.
  • Solicits bids for work to be subcontracted by preparing and distributing specifications and/or drawings, arranging material assessments, if required, analyzing responses, and evaluating the best value options to support clear recommendations.
  • Provides management with summaries of complex estimates including overviews of work content, and risks and/or opportunities requiring special consideration.
  • Maintains positive relationships with customers, ensuring that key partners are kept informed of the progress of work.
  • Continuous improvement of Estimating processes.
  • Other Duties as assigned.

Education and Experience

  • Post-secondary degree or diploma, in a relevant technical or business subject area
  • 10 years of experience in the structured development of complex cost estimates, working in an engineering, manufacturing, shipbuilding or other similar environment
  • Experience in the shipbuilding or maritime sector, major construction contracts or with Government defense procurement considered an asset

Skills, Knowledge and Required Competencies

  • Strong written and verbal communication skills
  • Demonstration of exemplary business ethics, integrity, confidentiality and honesty in all situations
  • Excellent analytical, mathematical, problem solving, decision-making, negotiating, and interpersonal skills
  • Proven ability to prepare accurate estimates. Ability to read technical drawings and interpret Contract and tender documentation requirements.
  • Knowledge of applicable rules and regulations in the marine industry.
  • Self-starter with excellent organizational skills and a strong sense of customer service orientation
  • Able to obtain a security clearance up to NATO secret
  • PC proficiency required. Solid understanding of basic Microsoft Office 2010 software suite (Excel, Outlook, Word, PowerPoint)
