Proposal Coordinator Specialist

Reporting directly to the Change Control Manager, the Proposal Coordinator Specialist is accountable for the development, coordination and submission of contract changes and proposals in support of the Program Management Office (PMO). The incumbent will ensure the smooth development of proposals within the accurate schedule and financial parameters, and be a key role in assisting PMO to improve contract potential, manage unplanned work and eliminate scope creep. The purpose of the role is to ensure all proposals submitted to the Customer are fully aligned with Customer requirements, consider a holistic impact assessment to the program (quality, cost and schedule) and are reviewed and submitted timely to achieve the required approvals.

Duties/Accountabilities

  • Ensuring that all proposals meet Customer and corporate governance requirements, including required information and alignment to timelines.
  • Working with the PMO to prepare plans to ensure proposals are prepared, reviewed and approved within agreed timelines.
  • Acquiring assistance from other functions (engineering, estimating, planning, contract, finance, etc.) as the need arises to prepare proposals.
  • Reviewing customer requests for proposals to identify requirements and compliance matrices.
  • Clearly defining the scope of work, results and assumptions with all partners to ensure required information is clearly defined and dates for submission are clearly understood.
  • Leading efforts to identify win themes (general, competitive and specific) and value propositions.
  • Coordinate and integrate content from multiple authors to build a compelling final proposal.
  • Assist in the development of internal proposal standard methodologies and templates for future proposals.
  • Acquire feedback from proposals and projects for lessons learned to incorporate into future proposals.

Education and Experience

  • University degree in the field of accounting, marketing, business, science, law, engineering or similar required.
  • Minimum 5 years’ experience in proposal development and or coordination.
  • Ability to secure a Canadian Government (CISD) Nato Security Clearance.

  • A proven team player.
  • Excellent knowledge of English language, verbal and written.
  • Ability to facilitate strategy meetings and proposal review meeting with a variety of partners.
  • Demonstrated ability to deliver results under firm timelines and with value.
  • Demonstration of outstanding business ethics, integrity and honesty in all situations.
  • Demonstrated initiative, creativity and integrity.
  • Excellent digital literacy including Word/Excel/PowerPoint.
  • Good judgment and reasoning skills.
  • Ability to work with limited direction and to function as a team member.
