Overview

 This is administrative and technical engineering work related to municipal and private utilities.

Examples of key responsibilities include, but are not limited to:

  • Developing and utilizing infrastructure models and programs (e.g. - hydraulic and pavement management models) using specialized software.
  • Providing technical water, sanitary sewer and drainage related advice to various departments within the City. Reviewing, approving and administering private and municipal utility permits, designs, drawings, analyses and reports to ensure conformity to City standards and specifications.
  • Supporting the development of asset management plans including ageing infrastructure planning, capital programming, and utility rates planning.
  • Helping to manage consultant's work for various water, sanitary sewer and drainage related projects.
  • Administering and delivering technical record information to the public. Handling complaints and inquiries regarding existing or proposed City services or facilities.
  • Administering City Engineering bylaws related to water, sanitary sewer, drainage and driveway access.
  • Assisting in negotiating, interpreting, administering and developing procedures, policies, bylaws and agreements.
  • Developing and adjusting the long term underground plans for private utilities.
  • Liaising between the City, private utilities, consultants and customers for servicing developments.
  • Reviewing development-related drawings and specifications to provide technical guidance on utilities and City infrastructure.
  • Maintaining accurate utility records.
  • Providing assistance on water, sanitary sewer and drainage related projects.
  • Performing general duties to meet engineering goals and objectives.

Knowledge, Skills & Abilities:

  • Knowledge of infrastructure planning and hydrodynamic modeling.
  • Skilled at computer modelling of water, storm, sanitary and roads systems.
  • Knowledge of municipal bylaws and processes.
  • Knowledge and experience applying engineering design principles, construction methods and techniques.
  • Ability to interpret and understand hydraulic calculations.
  • Ability to read and interpret engineering drawings, reports, plans, specifications and other requirements.
  • Ability to prepare technical reports and memorandums.
  • Knowledge of governing legislation pertaining to the work.
  • Knowledge in mapping techniques and procedures.
  • Experience using various computer programs such as MS Word, MS Excel, MS Access, Arcview, and AutoCAD.
  • Skilled in solving customer complaints and inquiries by identifying workable solutions.
  • Ability to establish and maintain effective working relationships with a variety of internal and external contacts over the phone and in person.
  • Ability to relay information of a technical nature to contacts following engineering standards and policies.
  • Ability to learn new procedures and techniques related to the work. Ability to work effectively independently and in a team

Qualifications and Experience:

  • Grade 12 plus graduation from a recognized institute of technology with a diploma in Civil Engineering Technology, plus 2 years experience in a related field or an equivalent combination of training and experience. 
  • Experience in municipal or consulting civil engineering is preferred.
  • Valid Class 5 Drivers Licence for the Province of British Columbia.
  • Experience and familiarity with one or more of the following would be an asset:
    • InfoWater hydraulic modeling software;
    • Mike Urban hydraulic modeling software;
    • Pavement Management System software;
    • Master Municipal Construction Documents; and
    • ESRI software.

Working Conditions:

Duties are performed in an office environment.  Staff are expected to communicate regularly with residents and other customers to address technical requests.
