Overview
Reporting to the Program Manager, RCMP IT Support, the Building & Personnel Security Coordinator oversees the security and maintenance needs of the Community Policing Offices, the YVR Sub Detachment, the RCMP Exhibit Compound and the main Community Safety Building utilized by the RCMP, Richmond municipal employees and volunteers. In consultation with senior management, the incumbent will develop, implement and review RCMP directed security requirements for various security and access to RCMP buildings.
Examples of key responsibilities include, but are not limited to:
- Responsible for the coordination of all Building Maintenance service requests through the City of Richmond Works Control centre for the Community Safety Building, all Community Police Offices, YVR sub office and the RCMP Exhibit Compound.
- Coordinate security checks and security clearances for all trade workers and reoccurring trades\workers that access the RCMP buildings in Richmond. Escort unsecured visitors and contractors where appropriate.
- Liaise with the custodial staff to ensure requests for custodial services are addressed.
- Manage and maintain the building security card access system.
- As dictated by security requirements, initiate access cards and grant access for specific areas as related to job needs. In addition adjust access to suit needs and job requirements. Issue access cards to new employees, replace cards if lost, stolen or due to technical failure.
- Conduct security audits regularly to validate the systems and ensure building access complies with the security standards of the RCMP. Review digital recordings of camera areas and ensuring they are functioning correctly. This would apply to different systems in the RCMP with frequency of the audits reoccurring as required by local policy.
- Respond to all inquires related to building access including necessity for clearance, identification requirements and level of escort required.
- Monitor multiple cameras to oversee the daily operations. Ensure and equipment operates in a manner that meets RCMP policy and legislation compliance and initiate corrective action as needed.
- Perform regular system maintenance to systems and adjust equipment and coordinate the repairs as required. Initiate tech services requests when needed.
- Digital video downloads for criminal investigations.
- Provide court testimony in respect to digital footage, the procedures of downloading and disclosure of personal information.
- Responsible for the multiple databases that are utilized to track RCMP assets.
- Responsible for managing all keys, systems and locks for various buildings. Program access cards and Radio Frequency Identification (RFID) equipment as required.
- Ensure hazardous s situations are identified and addressed as they surface. This not only includes ice, snow and leaves but also risks from situational developments such as prisoners being transported within close proximity to the general public.
- Manage and maintain employee lockers and locker access.
- Other duties as required.
Knowledge, Skills & Abilities:
- Solid understanding and knowledge of the Criminal Code of Canada and Federal Status.
- Sound knowledge of RCMP security policies and requirements.
- Sound knowledge of security and safety requirements such as CPTED.
- Knowledge of routine building and equipment maintenance, and repair tasks.
- Ability to remain calm and professional when escorting or interacting with various people.
- Strong communication skills and an ability to establish and maintain effective working relationships with a variety of internal and external customers.
- An ability to use software programs such as Microsoft Word, Excel, Outlook, and REDMS or a similar records management system.
- An ability to use RCMP programs such as Traka, Wisetrack, and Access Control.
- Ability to obtain and maintain an RCMP Enhanced Security Clearance
Qualifications and Experience:
- Completion of Grade 12 plus 1 year of police training, or equivalent education.
- Minimum 2 and up to 5 years experience as a police officer.
- Work experience in a police detachment combined with solid understanding and knowledge of the Criminal Code of Canada, Federal Status, and RCMP security policies and requirements may also be considered.
