We are hiring for a Senior Transportation Engineer who will lead the development of the City of Delta’s $105M 5-year capital plan within our Transportation Division. Reporting to the Manager of Transportation and leading a technical team, the incumbent works closely with the Design and Construction division to advance the City’s priority projects. The Senior Transportation Engineer will provide professional engineering advice for road safety improvements, railway improvements, traffic signals and streetlighting. The position will be focused on long-range capital planning, asset management, grant applications, and on leading teams of consultants, designers, engagement and communication experts, and other staff to design and assist in the delivery of transportation projects, primarily focused on active transportation and road safety, many of which will require a rapid implementation. 

The ideal candidate is a high performing, driven and self-motivated individual with strong experience in advancing transportation projects from conception to completion. A proven track record in championing new initiatives while collaborating with internal and external stakeholders of divergent interests would be a benefit. The Senior Transportation Engineer will be informed in the industry’s leading practices with demonstrated experience in exercising independent judgement and applying engineering principles to develop solutions that address the transportation challenges of the community.
 
Responsibilities:

  • Lead a team of designers (consultants, technicians, and drafters) to develop world-class active transportation designs and road safety improvements
  • Review transportation design drawings, identifying and resolving issues as required with minimal guidance from senior management.
  • Provide expertise and apply best practice and knowledge on a wide range of transportation design issues, including how to implement protected bike lanes, protected intersections, pedestrian-focused designs, transit priority, and traffic safety interventions.
  • Prepare terms of reference for technical consulting services related to transportation design, analysis, and construction; and complete the tendering and selection process.
  • Work with project managers to develop, monitor and manage project work plans (scope, budget, schedule, quality, risk, resources).
  • Work with other internal design teams (water, sewer, utilities, etc.) to coordinate integrated designs and the capital plan.
  • Contract administration and management of technical consultants retained to support the planning, design, and analysis of transportation designs.
  • Represent the City in public engagement processes, including attendance at weekend and evening meetings and workshops.
  • Build on established partnerships and/or develop partnerships with internal and external stakeholders necessary to successfully deliver on project objectives, ensuring that stakeholders are identified, engaged, informed, and given opportunities to shape project details as applicable.
  • Assist the Manager of Transportation in hiring team members, managing work assignments, coaching, training, and development, evaluating performance, and providing feedback on performance.
  • Other duties/responsibilities as assigned.

Required Qualifications:

  • Engineering degree and a minimum of 5 years demonstrated success in leading transportation projects or an equivalent combination of education and experience.
  • Eligible for registration as a Professional Engineer (P.Eng) or Engineering Licensee (Eng. L.) with Engineering and Geoscientists of British Columbia.
  • Directly related experience working as a consultant and/or in the public sector on municipal transportation projects is an asset.
  • Expertise in transportation design, active transportation (including design of protected bike lanes, protected intersections, pedestrian design, transit design, and traffic safety improvements) or a related field.
  • A valid and unrestricted class 5 driver’s license is required.

 Knowledge, Skills, and Abilities

  • Strong organizational and time management skills including a demonstrated ability to manage high profile projects and set/meet competing deadlines.
  • Demonstrated ability to take on a leadership role and be proactive at resolving project conflicts in a timely and effective manner.
  • Strong written and oral communication skills.
  • Demonstrated ability to successfully manage project and program budgets.
  • Ability to build and maintain excellent working relationships with the public, outside agencies and other employees 
  • Ability to influence others while respecting the sensitive and political challenges that impact decisions.
