The City of Delta is seeking a highly motivated, collaborative Asset Manager, Facilities to develop, enhance and manage the city’s facilities asset management program.  This includes the development and implementation of the City long term facility asset management plan, management of the Building Condition Assessment (BCA) program, facility information systems and capital maintenance program planning for all city facility assets, including the City’s Recreation Centres, Civic buildings and other facilities.

Responsibilities include:

  • Development and implementation of the City’s facility asset management strategy and policy.
  • Leads the development and implementation of City long term facility asset management plan, including the development of 5 and 10 year capital plans 
  • Participates in the development and sustainment of departmental and Citywide software.
  • Develops and maintains facility condition-based indices and service levels metrics. 
  • Sets, tracks, and analyzes program and facility inventory operational performance goals and metrics.
  • Establishes facility operational and performance goals, as well as service level metrics.
  • Oversees and advises on asset management projects involving consultants and internal/external stakeholders.
  • Evaluate asset renewal needs, priorities, and maintenance or renewal options for building systems, and coordinates with planning and service area representatives to prioritize system renewal activities to support service delivery objectives.
  • Manages the Capital Maintenance planning program that includes the prioritization, and the development of annual, multi-year capital maintenance investment plans.
  • Manages capital project prioritization and emerging needs process and re-prioritizing capital maintenance funds to support emergent projects that are deemed critical based on safety, risk, and urgency considerations.

Knowledge, Skills and Abilities

  • Knowledge of the standard methods, practices, materials, tools, and equipment used in building and system maintenance and operations.
  • Considerable knowledge of the applicable regulations and industry best practices governing the operation and maintenance of facility assets.
  • Knowledge of project management best practices.
  • Ability to build relationships, promote technical initiatives / standards, facilitate collaboration, and engage stakeholders at all levels.
  • Excellent writing and presentation skills.
  • Ability to lead, coordinate and collaborate with City staff, outside agencies and the public.
  • An understanding of Public Sector Accounting Board tangible capital asset accounting.
  • Knowledge of municipal government, particularly in the areas of public works and infrastructure asset management principles is an asset.

Qualifications

  • Bachelor’s degree in a field related to asset management, such as Engineering, Architecture, Business, Finance, or Management.
  • Minimum of five years of related experience involving asset management 
  • Proven and progressive project management experience is considered an asset.  
  • PMP certification is considered an asset.
  • Experience with technical research and implementation of pilot programs for the purpose of performance monitoring or assessing feasibility /scalability is an asset.
  • A Professional Certificate in Asset Management is considered an asset 
  • Valid Class 5 BC Driver’s Licence.
