1.0 Purpose and Goals
The purpose of this Policy is to provide guidance on St. Joseph’s Healthcare Hamilton’s (SJHH’s) policy and procedure related to the Employee Referral Bonus Program (“the Program”) for SJHH staff to refer external candidates, the requirements and distribution of the bonus for the duration of the Program.

The Program intends to support recruitment and retention objectives for new SJHH employees while rewarding current, active employees for their contribution to this objective. The Program aligns with SJHH’s Mission, Vision and Values, as well as the hospital’s strategic and operational priorities.

2.0 Definitions
Job Vacancy: A position in the organization that has been vacated by the incumbent or a position that is new to the organization that has not been filled.

Active Employee: A definition of employment status for existing SJHH employees who possess an Employee ID number and receive renumeration from SJHH.

Taleo Software: The current SJHH Human Resource software platform used to support the posting of both internal and external job vacancies, as well as the platform used to collect applicant information including but not limited to resumes, cover letters, applicant demographics and responses to pre-qualifying questions.

Referral Bonus Form: The Referral Bonus Form can be found within the Human Resources, Recruitment and Onboarding page on MyStJoes. The Form outlines the eligibility criteria for the Employee Referral Bonus Program and includes the fields required to be completed for each referral entry.

3.0 Equipment/Supplies

4.0 Policy
SJHH has formalized the Employee Referral Bonus Program to aid in the recruitment process, ask active employees to recommend candidates for open positions and reward active employees for the successful hires and retention of external staff.

SJHH active employees who refer candidates, with the candidate identifying the referring party (referee) within their application, are subsequently hired on a permanent full-time, permanent part-time, temporary full-time, temporary part-time or casual basis, and work the minimum 600-hour requirement, will qualify for the $500.00 Program bonus, less applicable taxes and deductions, per completed referral as a show of SJHH’s appreciation to the active employee.

4.1 Program Background
The COVID Pandemic has had a substantial impact on the retention of hospital staff and has created increased competition for staff between health systems, hospitals and patient care providers. Although in existence since September, 2021, the Employee Referral Bonus Program has been formalized to address the current landscape and health human resource challenges at SJHH. The Program intends to encourage all current SJHH employees to use their personal and professional networks to source and acquire new talent for all external, vacant positions. This Program will be reviewed prior to March 31 annually to assess both program sustainment, organizational need and its funding model.

4.2 Eligibility Criteria
All of the following criteria must be met in order for the active SJHH employee to receive the Program bonus:
• All vacant positions are eligible for the $500.00, less applicable statutory deductions, Program bonus
• Successful applicant at the time of hire is not an active, current SJHH employee
• Successful applicant completes 600 hours of work at SJHH
• Active SJHH employee remains a current, and active employee at the time of the 600 hours work is completed by the referred individual

5.0 Procedure
To assist in the review and approval of external referrals, the following procedure has been designed to collect, approve and distribute payment for SJHH employees.

5.1 Program Duration
The Program will continue as currently designed until March 31, 2023. The Program will be retroactive from April 1, 2022, meaning any referrals made after April 1, 2022 until March 31, 2023 will be accepted and reviewed to ensure requirements have been met prior to payment distribution.

5.2 Job Vacancy Eligibility
All SJHH vacant positions posted through the Taleo software platform will be eligible for the Employee Referral Bonus Program.

5.3 Applicant Eligibility
Only external applicants for vacant positions may be referred and eligible for SJHH employee compensation. Employees that currently possess a SJHH Employee ID, are filling an existing position and are receiving renumeration for their work are not eligible to be referred.

5.4 Referral Process
During the application process, the external candidate must enter the SJHH employee’s name within the Taleo software “Referral” field when applying for the position.
Current SJHH staff members must complete the Referral Bonus Form, including the documentation of the required data fields, and successfully submit the submission form for consideration.

The external candidate, should they be successful in securing the position, must complete a minimum of 600 hours of work at SJHH.
At the conclusion of every quarter (June 30, September 30, December 31, March 31) the Recruitment and Payroll Departments will review the previous quarter’s applicant referral data within the Taleo software, and match the applicant referral to the completed Referral Bonus Form, and assess the 600 hours worked requirement. If all referral requirements have been met, and the SJHH employee is active, the $500.00 referral bonus, less applicable taxes and statutory deductions will be distributed via payroll direct deposit.
