<title>Supervisor I, Equipment Operator Training and Compliance Officer</title>

What You'll be Doing:       Coordinate and conduct the training of workers (both individually and in groups) to safely and properly operate, hook up, and use all types of City equipment.    Testing and the certification of individuals in accordance with regulatory and/or operational standards to operate specific pieces of equipment.    Assuming all responsibilities of a Signing Authority for Truck Driver DZ Licensing in accordance with current Ministry of Transportation requirements. Evaluate new vehicles, equipment and related vendor training programs, attend product demonstrations and training seminars, and develop or revise training requirements to support the safe and effective implementation of new equipment.      Develop, deliver, and continuously improve driver and equipment operator training programs using a variety of instructional methods and technologies, including classroom instruction, hands-on practical training, online learning and multimedia presentations.     Making recommendations on safe operational practices, equipment, materials and training needs, including the arrangement of the recommended training.    Investigating incidents/collisions involving City equipment to ensure that reports are prepared and filed appropriately, and, when applicable, preparing written recommendations for the prevention of future incidents/collisions.    Maintaining liaison with other government agencies, educational institutions, safety associations and equipment manufacturers and suppliers, as well as Human Resources Health and Safety personnel and other corporate training officers.    Participating as a resource person on the joint Operations Health and Safety Committee.    Liaise with Human Resources regarding the monitoring of staff driver licences on a quarterly basis and on request by departments by means of driver&#8217;s abstract from the Ministry of Transportation, and initiate corrective action when warranted.    Responsible for performing workplace inspections, conducting safety information sessions, observing employee safety,&#160; investigating incidents, correcting safety violations and commending employee health and safety performance etc. including the documentation of these activities.    Performing all other similar and related duties, as required.      Accountable for:      The training and certification of all operators of City equipment in accordance with the Ministry of Labour&#8217;s definition of a &quot;competent person&quot; for that piece of equipment.     The clear understanding of the preferred, acceptable, and required methods of doing work with City equipment to ensure:     the safety of operators, co-workers, and the public;    proper equipment use and maintenance to minimize repairs and unnecessary wear or damage;    and, best practices for the effective and efficient use of the equipment.      The maintenance of clear and current records of all equipment operation training, in the prescribed form, to be readily available for inspection by the Ministry of Transportation, the Ministry of Labour or the City&#8217;s Legal Services Department.       What's Required:       A Community College Diploma in a related field (i.e. Civil Engineering Technician, Business, etc.), or equivalent in education and experience.&#160;    Possess a valid Class DZ driver&#8217;s licence or higher with a clean driving abstract with no demerit points.    Possess the credentials to obtain and maintain DZ signing authority status with the Ministry of Transportation&#8217;s Driver Certification Program.    Provide a satisfactory police clearance records check.    Excellent instructional and assessment skills, excellent oral and written communication skills with an appreciation of the principles of public service.    Hold Airbrake Instructor and Motor Vehicle Fleet Driver Training certification by the Ontario Safety League, Infrastructure Health and Safety Association (or equivalent) in accordance with the requirements established by the Ministry of Transportation, or ability to obtain and maintain certification.    Certification as a Professional Driver Instructor through the Ontario Safety League and/or Defensive Driving Instructor with the Infrastructure Health and Safety Association, or ability to obtain and maintain certificates.    Hold a Commercial Motor Vehicle Collision Investigation Level II certification, or ability to obtain and maintain certification.    A willingness to attend training courses and seminars to maintain instructor certification, satisfy signing authority requirements and upgrade technical skills as required.    Sound knowledge of the Highway Traffic Act and the Occupational Health and Safety Act and a willingness to keep abreast of changes in the same or other regulations pertinent to the operation of equipment.    Well-developed electronic communication skills and working knowledge of City utilized software programs including application software packages i.e. Microsoft Office Suite, Cityworks, Geotab.&#160;    Good mechanical knowledge and a long-standing record of safe practices in the use of equipment and must demonstrate a strong commitment to maintain the same. <description>   About the Role:    The Supervisor, By-Law Enforcement &amp; Licensing, is responsible for the day-to-day supervision, coordination and monitoring of the work of By-law Enforcement staff in the administration and enforcement of municipal by-laws and programs. The position provides operational guidance, training and technical support, promotes consistent enforcement practices and assists with complex or escalated investigations and inquiries. This role supports the effective coordination and delivery of enforcement activities across the City.    What You'll be Doing:     Supervises and coordinates the day-to-day work of By-Law Enforcement staff, including assigning and prioritizing work, monitoring workloads and service standards, and providing instruction and technical guidance.  Implement and maintain standard operating procedures and training materials to support consistent enforcement practices and service quality.  Supports the recruitment, orientation, training, coaching, development and performance management of staff and assists the Manager with the administration of applicable collective agreement and corporate requirements.  Approves staff schedules, time-off requests and time sheets to ensure adequate operational coverage.  Coordinates day-to-day enforcement activities related to property standards, zoning, business licensing, short-term rentals, public space use, vital services, vacant buildings, waste/debris, long grass and weeds, and other by-laws within the City, in accordance with established policies, procedures and service levels.  Ensures staff understand and follow applicable provincial statutes, regulations, municipal by-laws, corporate policies and section procedures; identifies concerns and recommends corrective action to the Manager.  Reviews investigations, inspection findings, notices, orders, charges, evidence and court documentation for accuracy, completeness, procedural fairness and consistency, and assists staff with preparation for prosecutions.  Investigates or supports complex or escalated complaints and enforcement matters that fall outside routine day-to-day activities, using sound judgement, conflict resolution and mediation to achieve compliance or recommend appropriate action.  Responds to inquiries and complaints from residents, businesses, Council offices, external agencies such as the Office of the Ombudsman, and City staff relating to assigned areas of responsibility; coordinates follow-up and prepares a formal report with outcomes of an investigation, and refers significant or sensitive matters to the Manager.  Liaises with Building Section staff, other City departments and relevant agencies, including Niagara Regional Police Service, to coordinate operational responses and support shared enforcement objectives.  Reviews legislative changes, case law, enforcement trends, emerging issues and municipal best practices and provides findings and recommendations to the Manager.  Provides input into the development and review of by-laws, policies and procedures, including practical considerations related to administration, enforceability, staff training and resource requirements.  Compiles and analyzes operational statistics, prepares presentations and draft reports for the Manager; attends public meetings, hearings, Committee or Council meetings as required to provide operational information.  Promotes staff compliance with the Occupational Health and Safety Act, Employment Standards Act, corporate policies, near miss reporting and safe operating procedures and supports the development of a positive safety culture.  Monitor staff to ensure privacy legislation is adhered to such as the Municipal Freedom of Information and Protection of Privacy Act, verifying records being released are redacted when required, and initiate the privacy breach protocol should a record be released in error.  Conduct regular evaluations of staff performance and conduct one-on-one check-ins with by-law enforcement officers.   Acts as Manager, By-law Enforcement and Licensing on routine matters when assigned in absence of the Manager.  &#160;      What's Required:     Minimum completion of a 2-year Diploma in Police Foundations or Law and Security is required.  Registration with MLEOA and certification as a Municipal Law Enforcement Officer (MLEO) is required.  Registration with OAPSO and certification as a Certified Property Standards Officer (CPSO) is required.  Ontario Building Code courses including OBOA Part 9 considered an asset.  Minimum five (5) years of municipal by-law enforcement experience.  &#160;Previous or current experience in a supervisory or team lead/senior role within a regulatory or law enforcement field in a unionized environment would be considered an asset.  Thorough knowledge and understanding of municipal by-laws, applicable provincial statutes and regulations, enforcement procedures, investigative techniques, evidence collection, courtroom preparation and prosecution processes.  Demonstrated ability to interpret and apply legislation, by-laws, policies and procedures consistently and to provide clear technical guidance to staff.  Strong decision making and conflict resolution skills, including demonstrated sound judgement in complex, confidential, sensitive or contentious situations.  Excellent organization, customer service, interpersonal, presentation, oral and written communication skills.  Working knowledge of the Municipal Freedom of Information and Protection of Privacy Act, the Municipal Act, the Provincial Offences Act, the Ontario Building Code Act, the Planning Act, and Municipal By-laws.  Demonstrated proficiency in Microsoft Office Suite, including Outlook, Word, Excel and PowerPoint, gTechna ticketing software, GIS, and AMANDA software or a comparable municipal enforcement system.  Transport Canada advanced drone pilot certificate considered an asset.  A demonstrated commitment to enhancing a safety culture.  Ability to work after hours, evenings and weekends, as required. Review and provide opinions on boundary extent of city owned land, easements, and highways.  Prepare reports for encroachments on highways and easements.  Respond to insurance claims with respect to ownership or jurisdiction of the incident location.  Research historical documents to resolve title issues.  Examine and respond to applications for absolute title to protect the interest of the City of St. Catharines.  Protect, reference, and restore survey monumentation located on the boundaries of highways and city owned land, and the horizontal control monuments and vertical benchmarks established by the city and other public agencies.
